What should wait? The fragrance oil in bulk, dyes, and anything printed with the scent's name. On this order the oil alone could cost anywhere from ₹18,832.80 to ₹71,435.00 depending on the scent and load chosen.
What about wicks? Buy a small quantity for trials now and the bulk after a burn test with the chosen oil and load. Fragrance and load can change how a candle burns, so the wick is confirmed last. Wicks are cheap, so the risk is small either way.
How much wax if I don't know the load? Buy for the lowest load you might use, because lower load means more wax: at 6%, 83.49 kg; at 10%, 79.93 kg. See buying wax blind.
What depends on the scent — and what doesn't
The scenario: a hospitality client wants 1,200 votives for a season of events. They've approved the jar — Votive Glass Jars (Black) — and the size, a small votive we'll treat as 70 g of finished candle (an illustrative figure; weigh one of yours). They want "something warm" but haven't chosen between five scents. The event date is fixed. You want to start, and you don't want to own 7 kg of the wrong oil.

The wax and jars are most of the money on a votive order, and neither depends on the scent. That's the good news: you can have the heavy, bulky part of the order in your workshop before the client decides, and start pouring the day they do. The bad news is that the one line that does depend on the scent is also the one with the widest price range — and the one most likely to change after a sniff test.
Buying wax without knowing the load
Different oils often end up at different loads after testing — one reads well at 6%, another needs 9%. Load is a share of the finished weight, so as load goes up, wax per candle goes down. That gives you a simple rule: buy wax for the lowest load you might use. Whatever the client picks, you'll have enough.

The spread is small: 3.55 kg between 6% and 10%, or ₹2,096.00. Buying for 6% and ending up at 10% leaves about 3.6 kg of wax on the shelf, which goes into your next order. That's a much cheaper mistake than being short. The allowance here is 4% — plan 3–5% extra for pour loss and test burns as a working assumption.
Choose a wax with headroom. Luxury Soy Wax Chunks are rated up to 13% fragrance load and CSI 464 up to 10% — both the wax makers' stated formulation maximums, not regulatory limits. If there's any chance the chosen scent will be tested above 10%, Chunks keep that option open; CSI 464 would force a wax change after you've bought it.
Wicks: small now, bulk later
Wicks sit in the middle. Every scent needs one per votive, so the count is known. But the wick size that burns best can shift with the oil and the load — in general practice, a heavier load or a denser oil can change the melt pool and the flame. Wick sizing for a particular jar isn't in our data; only a burn test tells you. So buy 20 Eco Candle Wicks now (₹118.00) for trials, and the bulk (1 × 1,000 (₹5,900.00) + 2 × 100 (₹590.00) + 1 × 50 (₹295.00) for the whole order, ₹7,375.00) after the burn test with the chosen oil.
Honestly, the risk on wicks is small. At ₹5.90 each, the full quantity is under ₹8,000, and a wick size that turns out wrong can usually be used in another candle in your range. If buying them now saves you a delivery or a day, it's a reasonable bet. What you shouldn't do is start pouring production before the burn test, wick in hand or not.

Across five reasonable candidates and three plausible loads, the oil line runs from ₹18,832.80 to ₹71,435.00. That's the risk of buying early: not just the wrong smell, but the wrong price. Notice the last two columns. The 15 g tester is always dearer per gram than the kilo — a median 23.1% premium across the catalogue — so don't cost the order from the tester price. Cost it from the size you'll actually buy, which for 7–9 kg is the 1 kg bottle or a WhatsApp quote.

The two-stage purchase
Two stages cost you one extra order and nothing else. In exchange, the most variable and least reusable line on the order is bought only once it's certain. Once the scent is chosen, the rest of the cluster takes over: kilograms of oil for a single-fragrance order for the bulk oil maths, extra oil for testing and wastage if the chosen scent is a blend, inventory before production for the full list, and costing the quote if the client asks for a revised price once the scent is fixed.
