Evaluate throw from small bags; let the result size the carton
Strong cold throw and strong hot throw are two different measurements. Cold throw is what the unlit candle smells of — on the shelf, in the hand, when the lid comes off — and it sells the candle before it is ever lit. Hot throw is how far and how strongly the scent fills a room once the melt pool has formed. A wax can be good at one and ordinary at the other, and both change as the candle cures. So "evaluate fragrance performance" means a small, disciplined test of both, at the same cure ages, in the waxes you are considering, at more than one load — before a single carton is bought.
Two facts shape the plan. First, CSI lists no 25 kg carton. Our container soy waxes come in bags up to 10 kg, and Natural Soy Pearl also comes in a 50 kg pack. Twenty-five kilos is your figure, and we use it exactly as given: from CSI it means two 10 kg bags and one 5 kg bag. CSI 464's product page mentions a 25 kg format that is not a listed size — if you want it, ask on WhatsApp whether it is available; we do not price it here. Second, CSI publishes no throw data for any wax or oil. The only way to know which wax throws your oil well, and at what load, is the test below. It starts from 500 g and 1 kg bags, which is what they are for.
The example compares Natural Soy Pearl Wax — the cheapest container soy we sell and the only one with a real bulk break, ₹424.80 a kilo from 5 kg — with Luxury Soy Wax CSI 464, rated up to 10% fragrance by its maker. The oil is Dark Vanilla Oud, a warm, heavy profile of the kind many makers rely on for strong rooms. Swap in your own pair and your own best-selling oil; the method does not change.
What makes cold throw and hot throw different
In general candle-making practice, cold throw comes from fragrance evaporating slowly from the solid surface of the candle at room temperature. It depends on how much oil is in the wax, how the wax holds that oil as it crystallises during cure, and the oil itself — light top notes are commonly described as more noticeable cold, heavy base notes less so. Hot throw comes from the warm liquid pool. It depends on how wide and warm the pool gets with your wick, how readily the wax releases oil from that pool, and the room the candle burns in. Both change during cure: soy waxes are commonly described as continuing to settle for days to weeks after pouring, and many makers find throw shifts over that period.
That is why the two measurements sit on different days in the plan. Cold throw can be scored from about 48 hours on the unlit candle, and again at each checkpoint. Hot throw needs the candle cured to the age you will sell at, burned long enough for a full pool, in a fixed room. CSI's page for Luxury Soy Wax Chunks states a cure of at least 48 hours, ideally one to two weeks; none of the other soy wax pages publish a cure time, so the checkpoints here — 48 hours, 7 days, 14 days — are labelled examples. Choose yours and use them for both waxes.

The throw ladder: two waxes, three loads
One load cannot tell you whether a wax is strong; it can only tell you whether it is stronger than the other wax at that load. The ladder runs three loads in each wax, so the result answers the commercial question directly: what is the lowest load at which each wax reaches my throw floor? CSI 464's maker states a 10% maximum, so the ladder stops at 10% for both waxes. Natural Soy Pearl has no fragrance ceiling published — 6–10% is used here only as a labelled test range, not a specification; ask on WhatsApp if you need the wax maker's figure.

What the throw result does to a 25 kg order
Here is your 25 kg turned into real CSI packs and real candles. In Soy Pearl it is 2 × 10 kg + 1 × 5 kg for ₹10,620.00 (₹424.80 a kilo); in CSI 464 it is 2 × 10 kg + 1 × 5 kg for ₹12,685.00 (₹507.40 a kilo). How many candles 25 kg of wax makes, and how much oil it calls for, depends on the load your ladder settles on. Dark Vanilla Oud costs ₹5.69 a gram in the 1 kg bottle.

Each step of two percentage points adds ₹22.76 of oil to every candle. Across the candles 25 kg makes, the oil bill for the same wax runs from ₹9,126.00 at 6% to ₹15,997.00 at 10% — a difference of ₹6,871.00, which is more than the ₹2,065.00 difference between 25 kg of CSI 464 and 25 kg of Soy Pearl. That is why the throw test matters more than the wax price: if one wax reaches your floor at 8% and the other only at 10%, the one at 8% is cheaper per candle almost regardless of its price per kilo. The priced ladder kit
Each wax needs 1,656 g across its nine candles, or 1,738.8 g with a 5% pour-loss allowance (working assumption). The oil for all eighteen candles is 288.0 g, or 302.4 g with the allowance, from one lot.

Soy Pearl's smallest bag is 1 kg, so it starts there. CSI 464 also comes in 500 g (₹260.00), but two 1 kg bags at ₹507.40 each are cheaper per kilo than four 500 g bags. Dark Vanilla Oud is bought as 3 × 100 g + 1 × 15 g: its 100 g is ₹5.90 a gram against ₹7.00 at 15 g, which is the one reliable per-gram step on the listed catalogue. Above 100 g most CSI oils are priced almost linearly, so buy the oil for the big order only after the ladder has told you how much you need.

Decide on hot throw at your selling cure age, check against cold throw, and never let a throw win buy back a safety line. Write your throw floor before you pour; it is the only fair way to read a ladder.

Before the full 25 kg, consider a 5 kg pilot of the winning wax — ₹2,124.00 for Soy Pearl, ₹2,537.00 for CSI 464 — poured as real production at the chosen load. It proves the result at batch scale for a fraction of the carton. Then buy the rest in 10 kg bags. Write the order date on every bag, keep 200–300 g of the bag you tested as a retained sample, and remember that CSI publishes no lot numbers or batch-consistency data: your retained sample is your reference. Is 1 kg of success enough for 100 kg?, a 5 kg or 10 kg production trial first and verifying a first big order cover scale-up in more depth.

If your range has more than one oil, a ladder on one oil decides the wax only for that oil — testing one wax across your collection widens it. If throw is strong but tops or frosting fail, tops and frosting on coloured candles take those lines.
