What does 5% safety stock add? 500 g (5% of the net). Added after a 3% pour allowance (300 g) and three 20 g test candles (60 g), the order is 10,860 g.
Can the 5% just cover the wastage? Then it is not safety stock. Buying 10,500 g leaves 140 g after a planned 3% loss and three tests, and 60 g short if loss runs at 5%. See what is left when things go wrong.

10 kg at 10%
The net figure uses CSI's convention: load is a share of the finished candle weight. Each 200 g candle at 10% contains 200 × 0.10 = 20 g of oil and 180 g of wax. Five hundred candles contain 10,000 g of oil and 90,000 g of wax, which add back up to 100,000 g, 500 × 200 g.

Ten percent is a high working load, so check the wax before anything else. Luxury Soy Wax Chunks are rated up to 13%, which leaves room. Luxury Soy Wax CSI 464 is rated up to 10%, so a 10% candle in it is at the wax maker's stated maximum, and a safety stock of oil should never become a reason to pour hotter than the recipe. Both are formulation maximums, not regulatory limits and not the best-performing load. If 10% is not already the tested winner, test it against 8%; sizing a test round covers how. At a 10% load, the convention also matters more: 10% of the 90 kg of wax is 9,000 g, a real load of 9.09% and 1,000 g short. Ordering from finished weight explains that trap.
Where the 5% belongs
Three different allowances usually get lumped together as "extra". They do different jobs, and treating them as one is how makers run short while believing they bought 5% over:

The order of operations follows from those jobs. First the net, then the allowances you expect to spend (pour loss as a percentage, tests as units), and only then the safety stock. Calculate the safety stock on the net, not on the net plus loss, because it protects the candles, not the pot. Round to real bottles last.

Some makers prefer to apply the 5% to everything, which gives 10,360 × 1.05 = 10,878 g. The difference is 18 g on this order, well inside the rounding to bottles, so either works. What does not work is using the 5% instead of steps 2 and 3. That gives 10,500 g, and the next section shows what happens to it.
What is left when things go wrong
The honest test of a safety stock is to run the order under a few realistic problems and see what is left in the bottle. The table compares buying 10,900 g (the stack above, rounded to bottles) with buying 10,500 g (5% used as the only allowance):

With the full stack, every scenario finishes with oil to spare; even 25 extra candles (500 g) leave 40 g in the bottle. With 5% as the only allowance, a pour loss of 5% or ten remakes is enough to stop the run before the last candles. On a 10% run the risk is higher than at lower loads, because every remade candle takes 20 g, not 12 or 16.
How big should the safety stock be? Five percent is your figure, and it is reasonable for a one-off order. It covers 25 candles' worth of oil at 20 g each. If you expect more remakes than that, or the client has a history of late additions, size it in candles, not percent: count the units you want to be able to remake and multiply by 20 g. For ongoing production, safety stock is usually sized in days of use instead; two weeks of safety stock and safety stock when demand varies by 20% cover that approach.
Rounding 10,860 g to real bottles
CSI lists fragrance oils up to 1 kg per listing, so 10,860 g is a combination of listed sizes or a single quoted quantity. For Bergamot Amber, the strict cheapest combination is 21 × 500 g + 3 × 100 g + 1 × 50 g + 1 × 15 g (₹59,143.02), because its 500 g is priced 50 paise below half a kilo. That is 26 bottles to save a few rupees. The practical order uses kilos:

The practical order costs ₹184.98 more than the strict cheapest and uses 11 fewer bottles. Eleven kilos costs ₹479.00 more again for 100 g more, which is only worth it if you want every bottle the same size. The priced order
The same five-step stack applies to every line of the order. Wax is 90,000 g net, 92,700 g with 3% loss, 93,240 g with the three test candles, and 97,740 g with a 5% safety stock on the net (4,500 g). Wicks and jars get the safety stock as whole units: 5% of 500 is 25.

That is ₹319.76 per saleable candle in raw materials, with the safety stock included. If the safety stock is never touched, about ₹7,333.00 of it (500 g oil, 4,500 g wax, 25 wicks, 25 jars) carries into the next order. Labour, packaging, freight and GST are extra.
