With ₹25,000 you can afford almost everything a small candle business uses. That is exactly the danger. This page splits the list into what has to exist before the first sale and what should be bought with the first sales, and prices both.
₹14,826.80
spent before any order: tools, five testers and a 40-candle launch batch · the other ₹10,173.20 waits · CSI live pricing, September 2026
Quick answers — read this first
What should I buy first with ₹25,000? Tools (₹1,475.00), five 15 g fragrance testers (₹506.72), 1 kg of wax, five jars and ten wicks. That test order is ₹2,993.72. After the test burn, a launch order of ₹11,833.08 makes 40 candles.

What can wait until I get orders? The electric melter (₹2,360.00), tissue paper (₹650.00), a larger pack of your best seller, a second 5 kg of wax, dyes and the pouring funnel. See the waiting list.

How much of ₹25,000 should I keep back? On this plan ₹10,173.20 (40.7%) stays unspent until candles sell. The launch batch is 40 candles, enough to learn which scent leads.

Is a 10 kg wax pack cheaper? Not at CSI's listed prices for these Chunks: 10 kg is ₹5,999.00 and ten 1 kg packs are ₹5,990.00. Buy 10 kg for convenience, not savings. The launch order uses 5 kg + three 1 kg.
The short answer
Buy now — test: Tools ₹1,475.00 · 5 testers ₹506.72 · Chunks 1 kg ₹599.00 · 5 jars ₹354.00 · 10 wicks ₹59.00 = ₹2,993.72.
Buy now — launch: 4 scents × 200 g ₹3,814.08 · Chunks 8 kg ₹4,792.00 · 40 jars ₹2,832.00 · 50 wicks ₹295.00 · 40 stickers ₹100.00 = ₹11,833.08.
Wait for orders: Melter ₹2,360.00 · tissue ₹650.00 · Jasmine 500 g ₹1,961.00 · Chunks 5 kg ₹2,995.00 · dye ₹236.00 = ₹8,202.00, released by triggers. The ₹10,000 plan is the smaller version.

Heights are to scale against the largest stage. The two dark bars are spent before anyone has bought a candle: a test order that proves the scents and a launch order that makes 40 candles. The two bars right of the line are released only by sales. The waiting list is fully priced so you know what each trigger costs when it fires; the dashed bar is left for labels, boxes and courier at your own suppliers' prices.
Straight answer
I have ₹25,000 to start a candle business. What raw materials should I buy first, and which supplies can wait until I get orders?
Buy first only what is needed to make and sell the first candle. That is the tool set (₹1,475.00), five 15 g fragrance testers (₹506.72), 1 kg of Luxury Soy Wax Chunks, five jars and ten wicks: a test order of ₹2,993.72. Burn the five test candles, keep the four best scents, and place a launch order of ₹11,833.08: 200 g of each winning oil, 8 kg of wax, 40 jars, 50 wicks and wick stickers. That is 40 sellable 200 g candles at ₹255.72 to ₹267.34 each in materials. Everything else waits. The ₹2,360.00 melter waits until you pour weekly. Tissue paper waits until you have orders to wrap. A 500 g of your best seller waits until it sells out. Dyes wait until you plan a coloured line. That leaves ₹10,173.20 (40.7%) unspent on launch day, with a priced waiting list and a trigger for each item.
One line: if a purchase does not help the first candle get made or sold, it waits for the first order.
The test order is ₹2,993.72: tools, five 15 g testers — Japanese Cherry Blossom ₹104.00, Sandalwood ₹93.22, Apple Cinnamon ₹93.22, Jasmine ₹103.00 and Fresh Strawberries ₹113.28 — plus 1 kg of Luxury Soy Wax Chunks at ₹599.00, five jars and ten wicks.

The rule that sorts every purchase

₹25,000 buys almost everything on the supply list. The question is not what you can afford, but what has to exist before someone pays you.

Every item a candle business buys falls into one of three groups. Group 1 is needed to make and sell the first candle: the tools that let you measure and pour, the wax, one or two fragrances, wicks and jars. Without them there is no product. Group 2 is needed only once orders arrive: wrapping for a gift order, a faster melter when you pour every week, a bigger pack of the scent that is selling. Group 3 is needed only once a pattern repeats: kilo packs, a pouring funnel for multiple jars, a second jar style. Money spent on Group 2 or 3 before the first order is money betting on demand you have not seen.

₹25,000 plan · CSI prices, September 2026
Every purchase sorted by when it is needed
Group When What ₹ Share
1 · Test Day 1 Tools, 5 testers, 1 kg wax, 5 jars, 10 wicks ₹2,993.72 12.0%
1 · Launch After the test burn 4 scents × 200 g, 8 kg wax, 40 jars, 50 wicks, 40 stickers ₹11,833.08 47.3%
2 · First orders When a trigger fires Melter, tissue, Jasmine 500 g, 5 kg wax, red dye ₹8,202.00 32.8%
3 · Your suppliers Before you ship Labels, boxes, courier (your quotes) ₹1,971.20 7.9%
Total ₹25,000.00 100.0%

The first two rows are the only money committed before a sale: ₹14,826.80, or 59.3% of the budget. That is not caution for its own sake. It is the amount that makes 40 candles, and 40 candles across four scents is enough to find out which scent sells first, which gift buyers ask for, and whether your price holds. The rest of the budget is still yours to spend, but it is spent on evidence. The ₹10,000 version of this plan makes 24 candles with the same logic, and a lean inventory for the first three months carries it forward.

Oil and wax: CSI live pricing, pulled 24 September 2026
Tools, wicks and jars use the Blog 760 figures verified on 10 September 2026 and CSI's equipment pull of 24–25 September 2026. Labels, boxes and courier are not in CSI's catalogue, so they appear only as examples you replace with your own quotes.

Buy now: the test order

The test order has one job: find out which of five scents deserve production stock. Five testers is one more than the four you will launch, so one can fail without leaving you short. Each 15 g tester fills one 200 g test candle at a 7.5% load, which is 15 g of oil in 185 g of wax. Pour them into the same White Matte jar and Eco Thin C1 wick you will sell, or the test tells you about the wrong candle.

Test order · CSI prices, September 2026
Five testers, five test candles
Item Size Price What it tests
Japanese Cherry Blossom 15 g ₹104.00 Soft floral
Sandalwood 15 g ₹93.22 Warm wood, gifting
Apple Cinnamon 15 g ₹93.22 Festive spice
Jasmine 15 g ₹103.00 Indian floral
Fresh Strawberries 15 g ₹113.28 Sweet fruit
Luxury Soy Wax Chunks 1 kg ₹599.00 5 × 185 g = 925 g used
White Matte Glass Jar Pack of 5 ₹354.00 The jar you will sell in
Eco Thin C1 wicks 10 ₹59.00 5 used, 5 spare for re-pours
Tool set Scale, thermometer, jug, sticks, centering devices ₹1,475.00 Buy once
Test order ₹2,993.72 12.0% of ₹25,000

The tool set is the same ₹1,475.00 set used in the ₹10,000 plan: a scale (₹354.00), a pen thermometer (₹354.00), a pouring jug (₹531.00), five bamboo stirring sticks (₹118.00) and five wick centering devices (₹118.00). It is a one-off cost. On a ₹25,000 budget it is only 5.9%, and it will still be in use when you are pouring hundreds of candles, so leave it out of your per-candle costing.

Why the Chunks rather than the cheaper CSI 464? Both work at the 8% production load used here. The Chunks are rated up to 13% by the wax maker, against 10% for CSI 464, which gives room to run a side-by-side load test at 6%, 8% and 10% later without touching the ceiling. On 9 kg the Chunks cost ₹824.40 more than the same weight of CSI 464. If you already know you will stay at 8%, CSI 464 is the cheaper choice and that difference can go to the waiting list.

Argued against our own interest, plainly. We would sell more wax if we told you to buy the 10 kg pack now. On our listed prices, the 10 kg Chunks cost ₹5,999.00, which is ₹599.90 a kilo, while a single 1 kg costs ₹599.00. The larger pack is fractionally dearer per kilo. The 5 kg (₹2,995.00) is exactly ₹599.00 a kilo. So there is no price reason to jump to 10 kg in a launch. Buy what the batch needs in 5 kg and 1 kg steps.

Buy now: the launch order

The launch order is the last purchase made on faith. After it, sales decide.

Assume Fresh Strawberries is the tester that drops out. That is an assumption for the maths, not a prediction of your burn. The four remaining scents each get 200 g of oil, bought as two 100 g bottles. For all four, 100 g costs the same or less per gram than 50 g, and a kilo would tie up far more money than 40 candles justify. At 16 g of oil per 200 g candle, 200 g makes 12.5 candles. The plan pours ten of each and keeps 40 g per scent in hand, which covers 3–5% pour loss and two or three made-to-order candles when a customer asks for a scent that has sold out.

Launch order · 40 candles · CSI prices, September 2026
Four scents, ten candles each
Item Quantity Price Covers
Japanese Cherry Blossom 2 × 100 g ₹1,000.00 10 candles + 40 g spare
Sandalwood 2 × 100 g ₹1,005.36 10 candles + 40 g spare
Apple Cinnamon 2 × 100 g ₹948.72 10 candles + 40 g spare
Jasmine 2 × 100 g ₹860.00 10 candles + 40 g spare
Luxury Soy Wax Chunks 5 kg + 3 × 1 kg ₹4,792.00 With the 75 g left from the test kilo
White Matte Glass Jars 8 packs of 5 ₹2,832.00 40 jars
Eco Thin C1 wicks 50 ₹295.00 40 used, 10 spare
Wick stickers 40 ₹100.00 One per launch candle
Launch order ₹11,833.08 47.3% of ₹25,000

The wax line needs a check. Five test candles use 925 g and forty launch candles use 40 × 184 g = 7,360 g, so the two orders need 8,285 g together. With 5% for pour loss, a working assumption rather than a measured figure, that becomes 8,699 g. The plan buys 9 kg in total (1 kg in the test order, 8 kg in the launch order), which covers it with about 300 g to spare. Wax is the one consumable every candle uses whatever its scent, so a small surplus of it is the safest place for spare money to sit.

200 g candle · 8% load · Chunks · White Matte jar · Eco Thin C1
Material cost of each launch candle
Scent Oil ₹/g (100 g) Oil per candle Wax + wick + jar Material cost
Jasmine ₹4.30 ₹68.80 ₹186.92 ₹255.72
Apple Cinnamon ₹4.74 ₹75.90 ₹186.92 ₹262.81
Japanese Cherry Blossom ₹5.00 ₹80.00 ₹186.92 ₹266.92
Sandalwood ₹5.03 ₹80.43 ₹186.92 ₹267.34

Wax is 184 g at ₹599.00 a kilo, ₹110.22; the wick is ₹5.90 and the jar ₹70.80. The four scents sit within ₹11.63 of each other, so you can price all four candles the same without one scent quietly eating the margin. Material cost excludes labour, packaging, freight and GST. Whether ₹180 of materials leaves enough margin at ₹499 and the true cost of a 200 g soy candle take the per-candle number further.

Wait: the priced waiting list

The waiting list is where most starting budgets leak. None of these items is a bad purchase. Each one is simply premature until something specific happens. Pricing them now means that when the trigger fires, you already know the cost and can buy the same day.

Group 2 · released by triggers · CSI prices, September 2026
The waiting list, with the trigger for each item
Item Price Trigger that releases it Why not now
Mini Electric Wax Melter, 1 litre ₹2,360.00 You pour more than one batch a week A double boiler handles 45 candles
Packing Tissue Paper, 100 sheets ₹650.00 Your first gift or shipped order ₹6.50 a sheet is wasted if nobody orders a gift
Jasmine 500 g ₹1,961.00 Jasmine sells out its ten candles first Assumes Jasmine leads; buy whichever scent does
Luxury Soy Wax Chunks 5 kg ₹2,995.00 Launch batch more than half sold About 27 candles' worth, before you know the pace
Candle Dye Liquid Red 15 g ₹236.00 A customer asks for a coloured candle White candles need no dye; follow the product page for dosage
Waiting list ₹8,202.00

That leaves ₹1,971.20 for items CSI does not sell: labels, boxes, and courier. Those need your own quotes. As an example only, a label at ₹8.00 and a box at ₹25.00 (replace with your printer's and packaging supplier's quotes) would be ₹1,320.00 for 40 candles. The point is not the number; it is that these costs exist and need money kept for them. Packaging cost per order shows how to work them out properly.

Three items are deliberately off the list altogether: the four-nozzle pouring funnel (₹1,888.00), a wick setting tool (₹399.00) and any 1 kg fragrance. They belong to Group 3, bought when a pattern repeats month after month. Which materials to buy in bulk and which in trial sizes covers that stage.

The purchase that feels like preparation. Buying tissue, boxes and ribbon before the first candle is poured feels professional, and a stack of packaging is satisfying to own. It is also the purchase most likely to be wrong: the box size depends on the jar you settle on, and the style depends on who actually buys. Pour, sell a few, then package. Better oils, premium jars or packaging first weighs that trade-off.
Diwali is 8 November 2026. If your launch batch is poured by mid-October, festive demand is the fastest way to fire every trigger on the waiting list at once. When it does, send your restock list on WhatsApp for a single consolidated order, with GST invoicing and IFRA documentation on request.

The triggers that release money

A trigger turns "should I buy this?" into a yes or no you decided in advance.

The triggers below are working rules for a 40-candle launch, not industry figures. Change the numbers to fit your pace. What matters is writing them down before the launch, so that a good week does not tempt you into a kilo of everything and a slow week does not stop you buying the scent that is actually selling.

1
A scent sells 8 of its 10 candlesReorder that scent only. Two 100 g bottles again, or a 500 g if it is one of the oils with a real price break, such as Jasmine (₹3.92 a gram at 500 g against ₹4.30 at 100 g). Do not reorder the others on the strength of one.
2
Half the launch batch has soldOrder the next 5 kg of wax (₹2,995.00) and 20 jars (₹1,416.00). Wax and jars serve every scent, so they are the safest things to restock ahead of demand.
3
You pour twice in one weekBuy the ₹2,360.00 melter. Before that point, a double boiler is not your constraint.
4
The first gift or shipped order arrivesBuy tissue paper and your own boxes and labels, sized to the jar you have now standardised. Testing jars vs standardising one covers that choice.
5
A scent is still unsold after the others have sold out twiceStop buying it. Use its remaining 40 g and try the next tester. The loss is limited to one 200 g purchase, which is the reason for buying 200 g and not a kilo.
The CSI principle
Spend on evidence, not on expectation.
Before the first sale, every rupee is a guess. After it, each purchase can be matched to something that happened. A budget that holds back 40% until sales arrive is not timid — it is the same money, spent later and better.

Cash kept back is not idle. It protects you against the two most common early problems: a scent that sells faster than expected and runs out, and a jar or wick change after the first customer burns reveal something the test did not. Either one needs money you have not already locked into stock. Planning opening inventory so you reorder only after sales and how much wax to hold before marketing work through the same principle from different angles.

₹25,000 is not a shopping list. It is a queue — and sales decide who goes next.

Why trust this guide

CANDLEMAKINGSUPPLIESINDIA supplies raw materials, not finished candles. This page asks you to delay buying our melter, our tissue paper, our dyes and our larger packs until your sales justify them. That is the advice we would give a friend starting with ₹25,000, so it is the advice on the page.

Oil and wax prices are CSI live pricing, pulled on 24 September 2026. Wick, jar, scale and thermometer prices are Blog 760's, verified 10 September 2026. Jug, stirring sticks, wick centering devices, stickers, melter, funnel, wick setting tool, dye and tissue paper come from CSI's pull of 24–25 September 2026. All totals, shares and per-candle figures are arithmetic on those prices, shown to two decimals.

Triggers, the 5% pour-loss allowance, the 7.5% test load, the 8% production load and the choice of which tester drops out are working assumptions for the worked example. Label, box and courier figures are examples to replace with your own quotes. For help sequencing your own list, GST invoicing, MSDS or IFRA documentation, message us on WhatsApp at +91 7397976926.

Frequently asked questions

What should I buy first to start a candle business?
Tools (scale, thermometer, jug, stirring sticks, wick centering devices: ₹1,475.00), a few 15 g fragrance testers, 1 kg of wax, five jars and ten wicks. On this plan that first order is ₹2,993.72. Production stock comes after the test candles have burned.
How much inventory should I buy before my first candle order?
Enough for one launch batch that tells you which scent sells: here 40 candles across four scents, with a ₹11,833.08 launch order. Hold the rest until orders arrive; on ₹25,000 that is ₹10,173.20.
Do I need an electric wax melter to start?
No. A double boiler handles a 40-candle launch. The Mini Electric Wax Melter (₹2,360.00) is worth buying once you pour more than one batch a week.
Is buying a 10 kg soy wax pack cheaper than 1 kg packs?
For Luxury Soy Wax Chunks, no: 10 kg is ₹5,999.00 (₹599.90 a kilo) and 1 kg is ₹599.00. The 5 kg is exactly ₹599.00 a kilo. CSI 464 is ₹507.40 a kilo at 1, 5 and 10 kg. Natural Soy Pearl is the exception, ₹450.00 at 1 kg and ₹424.80 a kilo from 5 kg.
When should I buy packaging for candles?
When your first gift or shipped order arrives and your jar is settled. CSI's Packing Tissue Paper is ₹650.00 for 100 sheets; boxes and labels come from your own suppliers, so get quotes sized to the final jar.
How many fragrances should I start a candle business with?
Test five, launch four, as in this plan: enough variety for customers to choose, few enough that each scent gets ten candles and a fair chance to sell. I Want to Launch Five Candle Fragrances with ₹20,000 — How Much Fragrance Oil Should I Buy of Each Scent Without Locking Too Much Money into Slow Sellers? goes deeper into splitting oil between scents.

Non-price figures and assumptions: Test candles are 200 g at 7.5% (15 g oil + 185 g wax); launch candles are 200 g at 8% (16 g oil + 184 g wax). Pour loss is planned at 5%, the top of the 3–5% working assumption used across this series. Which tester drops out, and which scent leads sales, are assumptions for the worked example. Triggers are suggested working rules, not industry data. Per-candle material cost is wax + oil + wick + jar and excludes labour, packaging, freight and GST. Label (₹8.00) and box (₹25.00) figures are examples to be replaced with your own quotes. Fragrance-load ceilings of up to 13% (Luxury Soy Wax Chunks) and up to 10% (CSI 464) are the wax makers' stated formulation maximums, not regulatory limits. Diwali 2026 falls on 8 November.
