Quick answers — read this first
What is actually written on an IFRA certificate? A named fragrance composition and its internal code, the issuing fragrance manufacturer, a date, the version of the IFRA Standards it was assessed against, and a table of maximum use levels by product category — often with a list of the restricted materials that drive those numbers. Formats differ between fragrance houses and not every document carries every field. What is constant is the shape: one composition, one date, one version of the rules, a table of percentages.

Which row on the table applies to my candle? The row for products with no direct skin contact — candles, reed diffusers, room fresheners and similar. On most documents this is presented as Category 12 or under a heading naming those products. Do not read the fine fragrance row, the lotion row or a general “maximum” at the top of the page. If your range also includes wax melts, sprays or anything for skin, read each of those rows separately; they are different numbers for the same bottle.

Is the percentage on the certificate the same percentage I use in my recipe? Usually not, and this is where makers go wrong. A certificate states a concentration in the finished product. CSI’s pages and most Indian recipes state a load as a percentage of wax weight. Those are different denominators. 8% of wax weight is 7.41% of the finished candle; 10% of wax weight is 9.09% of the finished candle. Converting the wrong way rounds against you.

Does the certificate mean my candle is certified? No. It covers the fragrance composition supplied to you — not your wax, your wick, your jar, your load or your finished candle. It is a statement by the fragrance manufacturer about its own material, and it travels with the oil, not with the product you build. That distinction is worth stating clearly on any document pack you send a buyer, because it is the part they will assume the other way round.
The short answer
It tells you one number that matters: the maximum use level for this composition in the product category you are making. For a candle that is the non-skin-contact row. Everything else on the page is context.
It tells you when, and against what: a date and a Standards amendment. Both age. A document issued years ago against a superseded amendment is a starting point for a conversation, not a current answer.
It does not tell you what to pour: your wax grade does. CSI 464 states 10% of wax weight — 20 g on a 200 g pour — and the lowest of wax, oil page and certificate governs.

The arithmetic that decides whether you are inside a certificate’s limit or outside it. CSI’s product pages and most Indian recipes state fragrance load as a percentage of wax weight; a conformity document states a concentration in the finished product, which includes the oil itself in the denominator. The four top rows convert a recipe into the document’s language. The two bottom rows go the other way, for when a document arrives with a cap on it — and note that a cap of 5% would bind you well below any CSI wax ceiling, while a cap of 10% would not. The example caps are conversions worked here, not numbers taken from any oil’s paperwork. Deliberately left out: what IFRA is, and the safety data sheet, which is a different document.
Straight answer
What does an IFRA certificate actually tell a candle maker, line by line?
It tells you four things and withholds a great many others. First, which composition it covers — a fragrance name and usually an internal code, because a manufacturer may have several versions of a scent and the document belongs to one of them. Second, who issued it and when: this is the fragrance manufacturer’s own statement about its own material, dated, not a third-party audit and not an inspection of anyone’s factory. Third, which version of the IFRA Standards it was assessed against, printed as an amendment; the Standards are revised periodically, so a document carries a vintage the way a price list does. Fourth, and this is the part you are actually reading it for, a table of maximum use levels by product category — a percentage for each kind of finished product, from lip products at one extreme to candles and diffusers at the other. Your row is the non-skin-contact one, which most documents present as Category 12. Two traps sit in that table. The first is reading the wrong row: the number for a body product can be a small fraction of the number for a candle, and a maker who takes the candle figure into a balm has misused the document rather than followed it. The second is the denominator. A certificate states a concentration in the finished product; CSI’s pages and almost every Indian recipe state fragrance load as a percentage of wax weight. On a 200 g pour, 8% of wax weight is 16 g of oil in a 216 g candle, which is 7.41% of the finished product; 10% of wax weight is 9.09%; the Chunks page’s 13% maximum is 11.50%. Going the other way, a certificate cap of 10% in the candle category equals 11.11% of wax weight, which is above the CSI 464 page’s 10% ceiling and therefore not the number that binds you. That is the usual outcome. Where a document does bind is when the cap is low — a cap of 5% works out at 5.26% of wax weight, or 10.5 g on a 200 g pour, and at that point the paperwork governs and the wax does not. Finally, what it does not tell you: nothing about throw, nothing about purity, nothing about how the composition behaves in soy at 40°C in a Nagpur summer, and nothing at all about your finished candle, which is yours.
One line: Read the non-skin-contact row, check the date and amendment, and convert the percentage before you use it — a certificate counts the finished candle, your recipe counts the wax.

What the document is, and who is actually speaking

It is a manufacturer’s statement about its own material. That is a strength and a limit at the same time.

The document you are sent is a conformity statement. The fragrance manufacturer knows its own formula — which materials, in what proportions — and it compares that formula against the IFRA Standards, which cap individual materials by product category. Out of that comparison comes a single answer per category: the highest concentration at which this whole composition can appear in that kind of finished product without any of its materials exceeding its own cap. The manufacturer prints those answers in a table, signs it, and that is the certificate.

Read that again and notice who is speaking. The fragrance house is. Nobody has inspected your workshop, nobody has burnt one of your jars, and no external body has issued a mark. This is not a criticism of the document — it is the only party that can make the statement, because it is the only party that knows the formula. But it does mean the document is exactly as trustworthy as the house that issued it, and that the useful version names that house, gives a date, and can be produced again on request rather than existing as a screenshot somebody forwarded you.

It also means the document is about a composition, not about a bottle. If you buy the same fragrance twice a year apart, the paperwork describes the same composition unless the composition was reformulated; it does not describe the physical bottle on your bench or its batch. Where batch identity matters — an export customer, a quality complaint you are investigating — ask for the batch or lot marking separately and file it alongside. These are routinely conflated in enquiry emails, and answering the wrong one wastes a day at exactly the point you cannot spare it. If a buyer writes “please share safety certification”, ask them which of the three they mean before you forward anything. Most of the time they want the first two, and CSI supplies both on request.

The fields on the page, and what each one is for

Formats vary between fragrance houses and no two documents look alike. The content converges on the following, and if something in this list is missing from a document you are asked to rely on, that absence is worth a question rather than a shrug.

ONE MESSAGE, THREE ANSWERS
Most documentation requests go round twice because they are vague. Send: “For [oil name] — please share the IFRA documentation with the maximum use level for candles, the issue date and the amendment it is assessed against, and the MSDS.” That is the whole ask. Send it on WhatsApp.

Finding the row that applies to a candle

The category table is the document. Everything else is identification and provenance. Your row is the one for products with no direct skin contact — candles, reed diffusers, room fresheners, incense — usually labelled Category 12 or by naming those products directly. It sits at the bottom of the table because the table is ordered by exposure, and a candle is the least exposed product in the system.

You will meet three kinds of entry in that row, and each calls for a different response.

A percentage

The common case. Convert it — see the next section — and compare it against your wax ceiling and the oil page’s candle range. The lowest of the three governs your pour. On CSI 464, whose page states up to 10% of total wax weight, a certificate figure has to be quite low before it takes over as the binding number.

“Not restricted”, “no limit”, or 100%

Also common for candle compositions, and it means what it says within the framework: none of the materials in this composition carries a cap that bites in this category. It is not a licence to pour at 100%, and anyone who reads it that way will produce a jar that sweats oil, drowns its wick and smells worse than the same oil at 8%. Your ceiling reverts to the wax and to what your burn test tolerates. The Chunks page states 13% as a maximum with a clear instruction to test-burn thoroughly at that level, and that instruction is the operative one.

A footnote, or a reference to another row

Some documents handle certain materials with a note rather than a number. Read it, and if it is not plain, ask. There is nothing clever to infer here and nothing to be gained from guessing: the supplier who issued the document can say what the note means in one sentence.

Reading the top-of-table maximum instead of your row. Some layouts put the most restrictive figure first, some put a summary line at the top, and a maker scanning quickly copies a number that belongs to lip products or fine fragrance into a candle recipe. If that number is small — and for a sensitising material in a leave-on category it can be very small — the maker concludes the oil is unusable in candles, abandons a perfectly good fragrance, and buys something else. The fix is boring: find the row by its product names, not by its position on the page.
Using a candle row to justify a skin-contact product. The expensive version of the same error, running the other way. A Diwali hamper with a candle and a body butter using “the same oil at the same percentage” is two different products in two different categories, and only one of them is covered by the row you read. Nothing on this page tells you any oil is skin safe. If you are formulating for skin, say so when you ask for the document and read the row that matches — or do not make that product.

Per cent of what? The conversion nobody mentions

Two conventions, one jar, and a difference that is small until it is not.

CSI’s product pages state fragrance load as a percentage of total wax weight, which is the working convention across the Indian trade and the one every recipe on this site uses: oil grams = wax grams × load. A conformity document states a concentration in the finished product, which is the whole poured mass — wax plus oil. Same jar, two denominators, two numbers.

The arithmetic is simple enough to do on a phone. To go from a wax-weight load to a finished-product concentration, divide the load by one plus the load. To go the other way, divide the cap by one minus the cap. The table below does both for the loads and caps you are most likely to meet.

Real caps come from the document for your composition. Read the bottom half of the second table and the honest conclusion is the same one this cluster keeps arriving at: for ordinary candle compositions the certificate is not what stops you. It becomes the binding number only when the cap is genuinely low, and that is precisely why you read the row rather than assume it. The one thing you must not do is convert in the direction that flatters you. If a cap is 8% in the finished product and you pour 8% of wax weight, you have poured 7.41% of the finished product and you are inside it; if a cap is 8% and you read it as wax weight when it was not, you are still inside it — but run the same carelessness on a cap of 5% and the error goes the other way.

Applying it to a real twenty-jar batch

Here is the whole procedure on a batch an Indian maker would actually pour for a festive drop: twenty 200 g jars on Luxury Soy Wax CSI 464 with Apple Cinnamon, whose page states 6–10% of total wax weight for soy. Diwali falls on 8 November 2026, so a batch like this is poured around mid-October to leave a fortnight of cure plus courier time.

Write down all three numbers before you weigh anything. Wax ceiling: 10% of total wax weight, from the CSI 464 page. Oil page range: 6–10% of total wax weight for soy, from the Apple Cinnamon page. Convert the certificate figure into wax weight. If the row reads 10%, that is 11.11% of wax weight — above the wax ceiling, so the wax governs and your maximum is 10% of wax weight. If the row reads 5%, that is 5.26% of wax weight, the certificate governs, and your maximum drops to about 10.5 g per 200 g jar. Do this once per oil and write the answer on the same notebook line; you will never have to do it again for that composition.

Scale to the batch and weigh in grams, not by eye. Twenty jars at 200 g is 4 kg of wax — ₹2,029.60 at the CSI 464 kilo rate. At 8% that is 320 g of Apple Cinnamon, ₹1,517.95 at 1 kg pricing; at the 10% ceiling it is 400 g, ₹1,897.44. Add twenty Eco Candle Wicks Thin (C1) at ₹118.00 for the 20-pack and the batch is ₹3,665.55 at 8% against ₹4,045.04 at 10%. The extra two percentage points cost ₹379.49 across twenty jars, which is a real decision and not a rounding error.

Add the oil in the window, and record what you did. The CSI 464 page gives 80–90°C as the working range for melting and pouring; the Chunks page asks for fragrance at 80–90°C with slow stirring for two full minutes. Weigh the oil into the melted wax on a scale, stir for the full two minutes rather than the ten seconds that feel sufficient, and write the load, the batch size, the date and the oil’s pack size in your notebook. That record plus the certificate plus the GST invoice is the file a corporate buyer is asking for when they ask for “documentation”.

If the certificate for your composition turns out to cap the candle row at a level below your recipe, the batch above changes shape rather than becoming impossible. At an illustrative cap equivalent to 5.26% of wax weight, twenty jars take about 210 g of oil — ₹996.16 — and the batch lands at ₹3,143.76. The candle will be quieter. The honest response is to test it at that load and decide whether it still sells, not to pour past the number and hope nobody asks.

What the certificate does not tell you

A conformity document is narrow by design, and every one of the following is outside it. Knowing this list is what separates a maker who uses the document from one who waves it.

It does not describe performance. Two oils with equally clean documentation can behave nothing alike in the same 200 g of soy: Eucalyptus Spearmint at ₹49.09 per 16 g and White Royal Oud at ₹129.65 per 16 g are different products in every way that matters to a customer, and nothing in either document says which one fills a room. It does not describe purity or adulteration; a certificate of analysis on a batch is a different document. It does not describe storage, shelf life or what an oil smells like after a Chennai summer in a warm cupboard. It does not describe your candle — not the wick, not the jar, not the burn, not the label. And it is not a test report: no one lit anything.

It also does not travel automatically to your customer. A document sent to you by a supplier is evidence for your file and for a buyer’s questionnaire. Rewriting its language into a claim on your packaging converts a supplier’s statement about a composition into your statement about a finished product you built, which is a different assertion entirely and one you would have to stand behind yourself. Describe what you know instead: the wax grade, the load as a percentage of wax weight, the cure, the wick, the burn instructions.

Dates, amendments, and a document going quietly stale

The Standards are revised periodically and published as numbered amendments, each with a transition period during which the trade moves across. A conformity document is therefore a snapshot: this composition, against this amendment, on this date. None of that makes an older document worthless, but it does mean the document has an age, and buyers with compliance teams look at it.

You do not need to follow amendment numbers as a candle maker. Three habits cover it. Check that the document you hold names an amendment and a date at all — an undated statement is not checkable and is weak evidence in front of anyone who knows the field. Re-request documentation for your core oils once a year, or whenever you are preparing a serious buyer submission, which is one WhatsApp message per oil. And when you reformulate or switch a fragrance, treat the paperwork as part of the switch rather than something to sort out later.

That last row is worth dwelling on. Most of what a buyer wants is not the supplier’s document at all: it is your own record of what you did. The wax and its published working figures, the fragrance and its load as a percentage of wax weight, the cure, the wick, the jar, the burn instructions on the label. Send the document as supplier evidence in a document pack by all means, but describe your own product in your own words — wax grade, load as a percentage of wax weight, cure time, burn instructions — rather than borrowing certification language for something you assembled.
What should I ask for if I also make wax melts, diffusers or body products?
Ask for the use levels for each of those categories by name, in the same message. They are separate rows with separate numbers, and the gap between a candle figure and a skin-contact figure can be large. The White Royal Oud page, for example, publishes candles at 6–10% and wax melts at 10–15% of total wax weight, and points body products at the documentation rather than printing a figure. Nothing on this page tells you an oil is skin safe.
