Up to a point, and that point arrives sooner than most makers expect. The honest answer is arithmetic: from an 8% load, the largest concentration increase any CSI wax's stated figures allow is 1.63 times — while the melt pool, the cure and the burn window are all sitting there with more headroom and no price tag.

Quick answers — read this first
Does adding more fragrance oil make a candle smell stronger? More oil raises the concentration in the wax, and up to the wax's stated ceiling that is a real change. But the increase available to you is small in ratio terms — 8% to 10% is 1.25×, 8% to 13% is 1.63× — and past the ceiling the surplus stops dissolving altogether, so it makes the candle worse rather than louder.
How much more oil can I legitimately add? Only up to the lower of the two stated figures: your wax's and your oil's. Four of CSI's 15 wax pages state a load — Luxury Soy Wax Chunks up to 13%, CSI 468 up to 13%, CSI 464 up to 10% and the Massage Candle Base 6–10% by weight. Most oil pages state 10% or less for candles.
What has more headroom than the load? Closing the last centimetre of an unfinished melt pool in a 6 cm jar multiplies the releasing surface by 2.25×. Going from a day-2 verdict to a day-21 one multiplies the settling time by 10.5×. Judging at 120 minutes instead of 30 multiplies the open-pool time by 4×. All three cost nothing per candle.
What does the extra oil cost? On Luxury Soy Wax Chunks with Cinnamon Vanilla at 1 kg pricing, moving a 200 g candle from 8% to 10% adds ₹15.82 per candle net of the wax you displace — ₹1,582.32 per 100 candles, every batch, forever.
The short answer
Yes, but only inside a narrow band, and only if the oil is actually dissolving: concentration matters up to the stated ceiling. Above it the surplus separates instead of evaporating, which is a defect you have paid for.
Think in ratios, not percentage points: "8% to 10%" sounds like a two-point move. It is a 1.25× change in concentration. Perceived smell responds to ratios, and 1.25× is a small ratio to hang a production decision on.
Compare headroom before you spend: the load offers 1.25–1.63×. Pool area offers up to 2.25× from one wick change. Cure offers 10.5× in calendar time. Only the first of those is billed on every candle you ever make.
The load is the shortest bar on the page and the only one with a recurring price. That is the whole argument: before you buy a 1.25× increase in concentration for ₹15.82 a candle, spend ₹0 on the 10.5× that is sitting in your cupboard. Load ceilings are the stated figures for Luxury Soy Wax Chunks and CSI 464; the pool-area figure is the square law applied to a 6 cm jar with a pool stopping 1 cm short of the glass.
If I put more fragrance oil in my candle, will it smell stronger?
Inside the band your wax and your oil both permit, yes — more oil means more fragrance dissolved in the wax, and that is the only place fragrance can come from. But the size of the change is much smaller than the arithmetic of percentages makes it feel. Going from 8% to 10% on a 200 g candle moves the oil from 16 g to 20 g: a 1.25× concentration ratio. Going all the way to a stated 13% ceiling — available on Luxury Soy Wax Chunks and Premium Coconut Soy CSI 468, and on CSI 464 not available at all — is 26 g, a 1.63× ratio. Human smell responds to ratios rather than to increments, and 1.63× is not a large ratio; it is also the largest one any stated CSI figure will sell you. Meanwhile the melt pool, which is the surface all of that oil has to leave from, can change by 2.25× if a wick change closes a pool that was stopping a centimetre short of the glass, and the cure can change by 10.5× in elapsed time between a day-2 verdict and a day-21 one. Those cost ₹0 per candle. The extra oil costs ₹15.82 per 200 g candle at the 8%-to-10% step on Chunks with Cinnamon Vanilla, net of the wax it displaces — and it costs that on every candle you make from then on. So: raise the load if you are genuinely below a stated figure and you have already banked the free levers. Never raise it past the lower of your two stated figures, because oil that cannot dissolve does not evaporate — it sweats.
One line: more oil helps only until the wax is full, the increase available is 1.25–1.63×, and it is the one lever that bills you forever — so pull the free ones first and then test, don't guess.
Running a load ladder properly needs one wax, one oil and a scale. Luxury Soy Wax Chunks 1 kg ₹599 with a stated 8–13% band, Cinnamon Vanilla 100 gm ₹483.80 whose page states up to 13% of total wax weight, and a Candle Making Weighing Scale at ₹354.
Makers ask one question about strength. The candle answers three, and only the third one is the one your customer pays for.
When somebody asks whether more oil makes a candle smell stronger, they are usually collapsing three separate things into one. Separating them is the whole of the answer, because the load has total control over the first, partial control over the second, and almost none over the third.
One: how much oil is in the jar. This is pure bookkeeping and the load owns it completely. At 8% a 200 g candle holds 16 g of oil. At 13% it holds 26 g. You decide this number with a scale, and nothing else in the process changes it.
Two: how much of that oil is dissolved rather than merely present. A wax holds oil in solution up to a limit, and that limit is what a stated fragrance load is describing. Below it, the oil is distributed through the wax and travels with it. Above it, the surplus is a separate phase: it migrates during cooling and cure, and it is why an overloaded candle can look wet and burn badly. The load stops helping at exactly this line, which is why the line is stated on the product page rather than left to taste.
Three: how much of the dissolved oil reaches the room. This is the one your customer experiences, and the load has remarkably little say in it. Fragrance leaves a burning candle by evaporating from the surface of the melt pool. How much leaves per minute is set by the area of that pool, the temperature of that pool, how long it has been open, and how volatile the materials in the blend are. Doubling the oil in the jar does not double the pool, warm it, or lengthen the evening.
The mistake: treating a percentage as a volume knob. Turning 8% into 10% feels like turning something up by a quarter, and in the jar it is. But you are changing the concentration of the source, not the size of the opening it escapes through. A maker who raises the load and keeps a pool that stops a centimetre short of the glass has spent money to push more oil at a partly closed door. Measure the pool first: if it is not reaching the glass in two to three hours, the wick is the cheaper answer, and wick size is the single most common cause of a quiet candle.
This is also why two makers can honestly disagree. One raised the load and heard nothing, because their pool was the bottleneck. The other raised it and heard a clear difference, because their pool was already fully open, their candles were fully cured, and concentration really was the limiting input. Both experiences are real. Only a test on your candle tells you which situation you are in.
How much "more" is actually on offer
Before arguing about whether more oil works, it is worth knowing how much more you are permitted to add. The answer is set by two published figures — your wax's and your oil's — and you obey the lower one. Four of CSI's fifteen wax pages state a fragrance load at all: Luxury Soy Wax Chunks ("up to 13% fragrance load capacity", with a recommended band of "8% to 13% of total wax weight" and "10% Recommended"), Premium Coconut Soy CSI 468 ("Fragrance Load Up to 13%"), Luxury Soy Wax CSI 464 ("Fragrance Load Up to 10%") and the Massage Candle Base ("around 6-10% by weight"). The other eleven state nothing, which is information too: it means you have no published line to work to and should hold a conservative load until a cured burn tells you otherwise.

Worked out above: oil in a 200 g candle = 200 × load, with load read as a share of the finished candle (so 8% = 16 g of oil and 184 g of wax). The multiple is simply the new load divided by the old one: 10 ÷ 8 = 1.25, 13 ÷ 8 = 1.625, 13 ÷ 10 = 1.3, 10 ÷ 6 = 1.667, 13 ÷ 6 = 2.167. Stated ceilings are those published for CSI 464 (up to 10%) and for Luxury Soy Wax Chunks and CSI 468 (up to 13%). They are wax formulation limits, not regulatory limits, and they are not interchangeable between waxes.
Two things follow. First, if you are at 6% you have real room, and a move to 8% or 10% is one of the most sensible things you can do — 6% is a deliberate choice rather than a shortage, but if you chose it by accident you are leaving a legitimate 1.67× on the table. Second, if you are already at 8% or 10%, the remaining ratio is thin. On CSI 464 there is no ratio left at all above 10%: the page's figure is the page's figure, and this series never goes past a stated maximum.
The oil has a ceiling too, and it is often the lower one
Of the 107 CSI fragrance-oil pages, 81 state at least one usage percentage. The most repeated candle figures are "Candles (Soy / Paraffin / Blends) 10%" (32 pages), "Recommended load - candles 7-10% (start at 7%)" (26 pages) and a plain 6–10% band (20 pages). A handful go higher: Cinnamon Vanilla's page states "Up to 13% of total wax weight" and adds "Start at 8-10% and increase toward 13% for a bolder, more room-filling gourmand presence". So a 13% pour needs both halves to agree — a 13% wax and a 13% oil. Sandalwood in a 13% wax is still a 10% candle, because its own page states "Up to 10% for soy wax". The headroom ledger: every input's available multiple
Put every input on the same axis — how many times over can I change this? — and the load stops looking like the obvious dial.
This is the table this page exists for. Each row is an input that feeds what reaches the room. The multiple is how far that input can move for a maker who is currently in a typical position: 8% load, a pool stopping a centimetre short in a 6 cm jar, a candle judged at two days and sniffed for half an hour. The multiples are headroom in the input, not predictions of loudness — nobody can tell you how much louder your specific candle gets, which is what the test later on this page is for. What the ledger does tell you is where the room is, and what each unit of room costs.

Read the cost column twice. The wick change is a one-off decision that alters a ₹5.90 line to a ₹9.44 line. The cure change is free. The load change is a permanent increase in your bill of materials — and unlike the others, it is the only one where going too far actively damages the product. That asymmetry, not any claim about which lever is strongest, is why load belongs last in the queue rather than first.
What raising the load changes, and what it quietly leaves alone

The trap: raising the load and the wick in the same batch. Adding oil changes how the wax burns, so a load change is also a reason to re-verify the wick — which means that if you change both at once and the candle improves, you have learned nothing repeatable. Pour one variable per batch. If you must change two, pour four arms rather than two: old load with old wick, old load with new wick, new load with old wick, new load with new wick. The price of a multiple
Every other lever on this page is bought once. Load is rented, for as long as the product exists.
The honest way to price a load increase is net: as the oil goes up the wax comes down, so the extra cost is the difference between what a gram of oil costs and what a gram of wax costs, multiplied by the grams you moved. On Luxury Soy Wax Chunks at ₹0.599 per gram with Cinnamon Vanilla at ₹4.5548 per gram, every gram you swap from wax to oil costs ₹3.9558. That single number prices every load decision you will ever make on that pair.

Now put the ₹1,582.32 next to what the free levers cost. Nothing. Letting the same hundred candles sit for another two weeks before you ship them costs storage space and patience. Re-checking that the pool reaches the glass costs one evening and a steel rule. If you spend the ₹1,582.32 first and the free levers second, you will never know whether you needed to spend it — and you will keep spending it on every batch for the life of the product, because a bill of materials is sticky in a way that a test is not.
There is also a case where the load really is the answer and the money is well spent: you are below a stated figure, your pool reaches the glass in two to three hours, your candles are judged at day 14 or later, and the blind test below says the higher load wins. Then ₹15.82 is a bargain, because it is buying a difference a customer can hear. The point of this page is not that load never works. It is that load is the most expensive place to start guessing.

The question "can anyone tell?" has an exact test. It is not the same test as "which one do you prefer?", and confusing the two is how makers talk themselves into an extra ₹1,582 a hundred.
Two loads, ten jars, and a helper who knows which is which when you do not. The design below asks the one question that matters commercially: is the higher load detectable at all? If nobody can pick the odd jar out of three, the extra oil is not buying anything your customer will notice, and the decision is made. If people pick it reliably, you then ask whether they prefer it — a different question, asked second.

Cure both arms the same way, and wait the full timeLids on, in a closed carton, at room temperature, away from sunlight. The Chunks page asks for a minimum of 48 hours and ideally one to two weeks before burn testing; for a decision you intend to put into production, go to day 21. Curing one arm longer than the other invalidates everything that follows, so pour both arms in the same session.

Run the cold odd-one-out first, because it is free and fastHave your helper set out three unlabelled jars — two from one arm and one from the other, in a random order they record and you do not see. Lids off, sixty seconds, from about 5 cm. The assessor's only job is to say which jar is different. Repeat with fresh triples, twelve assessments in total, across at least three people. Guessing scores one in three. Four correct out of twelve is what luck looks like; nine or ten correct is a difference you can build on. Anything in between means run more triples before you spend money.

Then run the hot pair, one candle per sessionYou cannot compare two burning candles in one room — they mix. So: one jar lit at a time, in the same room, with the door closed and no competing scent; the helper lights it and leaves the label hidden. The assessor comes in at 30, 60 and 120 minutes and scores intensity 1–5 from about 2.5 m. Air the room for at least twelve hours between sessions, and alternate which arm goes first. Measure the pool width with a steel rule at the two-hour mark and note it beside the score — if the pools differ, you are no longer comparing loads.

Decide with the sheet, not the memoryHigher load detected and preferred, pools identical: raise the load and accept the ₹15.82. Detected but not preferred: keep 8% and bank the money. Not detected: keep 8%, and spend the ₹1,582.32 per hundred on the cure calendar, the wick and the vessel instead. If pool widths differed between arms, the test is void — fix the wick, re-pour, and read how to test hot throw before launching a candle fragrance before the next round.

Why a triangle beats "which smells stronger?"
Ask somebody to compare two labelled candles and they will find a difference, because you have told them to expect one. Ask them to pick the odd jar out of three and they cannot oblige you — either the difference is there or the answer is a coin toss. This is why the odd-one-out design is worth the extra jar. Keep the paperwork honest too: the helper writes the arrangement down before the session, and you do not look until all twelve assessments are in. None of the figures on this page are test results from CSI; they are prices, stated specifications and arithmetic. The results are yours to produce.
The CSI principle
Concentration is the input you can buy. Everything that turns it into a smell in a room is something you have to set up properly first.
A gram of oil that dissolves, sits in a cured candle and evaporates from a pool that reaches the glass is worth more than two grams that sweat out of an under-cured jar with a wick too small for the vessel. The bill is identical. The candle is not.
Three oils worth running the ladder on
If you are going to test a load ladder, run it on an oil whose page gives you numbers to work from: a stated candle load so you know the room you have, and — where it exists — a measured flash point so your add temperature is a decision rather than a habit. The three below are deliberately at three different prices per gram, because the same 1.25× ratio costs very different money depending on what you are stepping.

Gourmand · the only kind of page that puts 13% on the table
Cinnamon Vanilla Fragrance Oil
The oil to run a full ladder on, because its page is unusually explicit about the top of the band: "Up to 13% of total wax weight for a strong throw in candles", with the instruction to "Start at 8-10% and increase toward 13%". It states a flash point of "Flashpoint 270°F (132°C)" and a vanillin content of 2.5%, which means it will yellow white or light wax over time — plan the vessel and the wax colour around that rather than being surprised by it. Its stated pyramid is cinnamon and clove on top, vanilla bean and sugar through the middle, cream and butter at the base. Paired with Luxury Soy Wax Chunks, both halves of the recipe permit the same 13%, which is rare.

Woody · a stated 10% ceiling and a high measured flash point
Sandalwood Fragrance Oil
The oil that makes the "obey the lower figure" rule concrete. Its page states "Up to 10% for soy wax, with a cure time of 48-72 hours" and "Up to 6% for paraffin wax", so in a 13% wax your working ceiling is still 10% — the oil binds, not the wax. It also states "Flashpoint 203°C" and "Vanillin content 0%", so no discolouration in white or neutral wax, and its profile is given as a single-note "Warm, creamy sandalwood" with a "Subtle earthy depth" undertone rather than a three-tier pyramid. Worth including because its page contains the sentence this whole guide is arguing with: "Start at 10%, increase for stronger throw" — alongside its own stated ceiling of "Up to 10% for soy wax". Read the two together and the instruction resolves sensibly: start at the top of what is permitted and look elsewhere for more, which is exactly the headroom ledger's conclusion. It states "Flashpoint 192°C", "Vanillin content 0% - no discolouration or yellowing in wax", and a single-note profile of "Fresh, dewy roses with subtle green and soft floral undertones". Note that this page never mentions IFRA at all — 36 of the 107 oil pages do not. At ₹3.068 per gram at 1 kg it is the cheapest ladder in this trio to run.

Do not run a ladder on an oil whose page states nothing about candle load. Twenty-six of the 107 CSI oil pages give no usage percentage at all, and 56 state no flash point. That does not make them bad oils — it makes them oils you should hold at a conservative load while you establish their behaviour, because you have no published figure to climb towards. If a specific oil's documentation matters to your decision, ask for what exists before you buy: CSI supplies MSDS and IFRA documentation on request on WhatsApp. Never assume a figure from a similar scent, and never treat the template line "Flash point > 93°C (suitable for alcohol-based products)" — which appears on 32 pages — as a measured flash point. It is a threshold for alcohol-based products, not a measurement of that oil.

Does doubling the fragrance oil make a candle twice as strong?
No, and on most CSI combinations you cannot double it in the first place. From an 8% load the largest increase any stated ceiling permits is 13%, which is 1.63× — not 2×, and on a wax stated to 10% it is 1.25×. Smell responds to ratios rather than to added grams, so a 1.25× change in concentration is a modest change in input. Anything poured above the lower of your wax's and your oil's stated figures stops dissolving and is a defect you have paid for rather than extra fragrance.
I am at 8% and the candle is quiet. Should I go to 10%?
Check three free things first. Has it cured? Day 2 to day 21 is 10.5× the settling time and costs nothing. Does the pool reach the glass in two to three hours? A pool 1 cm short in a 6 cm jar is releasing from 2.25× less surface. Did you judge it after thirty minutes or after two hours? If all three are already right, then yes — 10% is a legitimate move on any wax stated to 10% or 13%, and it costs about ₹15.82 per 200 g candle on Chunks with Cinnamon Vanilla at 1 kg pricing.
What is the most fragrance oil I can put in soy wax?
Whatever the lower of your two product pages says, and no more. Among CSI waxes, Luxury Soy Wax Chunks state up to 13% (published as "8% to 13% of total wax weight" with "10% Recommended"), Premium Coconut Soy CSI 468 states up to 13% and CSI 464 states up to 10%. Eleven of the fifteen wax pages state nothing. On the oil side, most CSI pages that give a candle figure state 10% or a 6–10% band. There is no universal soy number, so work to the bag you actually bought.
Why did adding more oil make my candle smell weaker?
Because past the wax's capacity the surplus is no longer in solution. It migrates during cooling and cure, shows up as a film on the surface or beading in the jar, and a wick drawing oil rather than wax struggles to open a full melt pool — so the releasing surface shrinks at the same time as the oil bill rises. The mechanism, the symptoms in order, and the dilution sum that rescues a batch are all in can too much fragrance oil make a candle smell weaker.
How do I prove whether a higher load is actually noticeable?
Pour ten jars, five at each load, identical in every other respect, and cure them together to day 21. Then run a blind odd-one-out: three jars, two from one arm, one from the other, and the assessor names the different one. Guessing scores one in three, so four correct out of twelve assessments is luck and nine or ten is evidence. If not more oil, then what — without spending money?
Three things, in this order. Cure to day 14 or 21 before you judge anything, lids on and out of sunlight; the Chunks page itself asks for a minimum of 48 hours and ideally one to two weeks. Measure your melt pool and size the wick so it reaches the glass in two to three hours — pool area is release area. Judge the candle at two hours, from across the room, with a nose that has not been in your workshop all day. All three are free. 1.63× is the most concentration any stated ceiling will sell you. Test whether you need it before you pay for it on every candle.
