What is an MSDS? A safety data sheet: a standardised document describing a material as it is supplied, written for the people who handle it. The older name was Material Safety Data Sheet; under the globally harmonised system for classifying and labelling chemicals the document is now normally called a Safety Data Sheet, with sixteen numbered sections in a fixed order. Why should a candle maker read one? Four reasons, in order of how often they bite. It tells you how to store and handle the oil, which matters in an Indian summer. It gives you the physical properties — including the flash point — so you are not inferring them. It tells you what to do if oil gets in someone’s eye, which is not a thing to work out at the time. And section 14 answers the transport question a courier or a marketplace form asks, which is the single most common reason a small brand suddenly needs the document.

Does the sheet describe my finished candle? No, and this is the most important line on this page. A safety data sheet describes the material as supplied — neat oil in a bottle. Your candle is 16 g of that oil bound into 216 g of set wax at an 8% load, which is a different physical object. The sheet governs your workshop: storage, decanting, weighing, cleaning up. It does not write your customer’s label, and hazard wording from it has no business being copied onto packaging.

Is an MSDS the same as an IFRA certificate? No. They answer different questions. The safety data sheet is about handling the material — hazards, storage, fire, first aid, transport. An IFRA conformity document is about how much of a fragrance composition may go into a finished product of a given type. A buyer asking for “safety documentation” usually wants both, and both are available from CSI on request. Ask for them in one message and file them in one folder.

The fixed order a modern safety data sheet follows, and the six sections that change what a candle maker actually does. Section 2 tells you what the neat oil is classified as, section 4 is what you pin above the bench, section 5 says what to put a fire out with, section 7 is your storage rule, section 9 carries the physical properties including flash point and density, and section 14 answers the transport question a courier or a marketplace onboarding form asks. The ten grey bands are not unimportant — they are read once and filed. Deliberately left out: IFRA documentation, which is a separate document answering a separate question, and the long version of storing oils through an Indian summer.

What is an MSDS, and what does a candle maker actually do with one?
A safety data sheet is a standardised description of a material as it is supplied, written for the people who handle it rather than for the people who buy the finished product. The older name — Material Safety Data Sheet, or MSDS — is still what most of the Indian trade says; the globally harmonised system for classifying and labelling chemicals calls it a Safety Data Sheet and fixes its structure at sixteen numbered sections in a set order, which is why sheets from completely different suppliers look alike. For a candle maker six of those sections do real work. Section 2 gives the hazard classification of the neat oil, with whatever pictograms and hazard statements apply to it. Section 4 gives first aid — eye contact, skin contact, ingestion — and belongs on the wall, not in a folder. Section 5 names suitable extinguishing media, which is worth knowing before there is a reason to know it, in a room that contains melted wax at 80–90°C. Section 7 is handling and storage, and it is the section that turns into an actual shelf in an actual workshop. Section 9 carries the physical and chemical properties: flash point, density, appearance, solubility — the numbers a product page may or may not publish. Across CSI’s 92 fragrance oil pages, 16 publish a numeric flash point, from 85°C on the Neroli page up to 206°C on the Vetiver page; for the rest the sheet is where the figure lives. Section 14 is transport information, and it is the reason most small brands ever request the document at all — it is what answers a courier, a freight forwarder or a marketplace onboarding form asking whether the consignment is a dangerous good. The other ten sections are read once and filed. And then the part everyone gets backwards: the sheet describes neat oil in a bottle, not a finished candle. At an 8% load a 200 g candle contains 16 g of oil inside a 216 g solid — ₹49.09 of Eucalyptus Spearmint at 1 kg pricing — and nothing on the sheet was written about that object. The sheet governs how you run your workshop. Your label is your own work.

MSDS, SDS: the same document under two names

The name changed. The job did not.

For decades the document was called a Material Safety Data Sheet, and formats varied from supplier to supplier. The globally harmonised system for classifying and labelling chemicals standardised both the name — Safety Data Sheet — and the structure, fixing sixteen numbered sections in a set order so that anyone can find the storage advice or the first-aid instructions in the same place on any sheet. Most Indian suppliers, buyers and marketplace forms still say MSDS out of habit. When somebody asks you for an MSDS, send the safety data sheet; they are asking for the same thing.

It is worth being precise about who the document is written for, because that explains everything odd about its tone. It is written for the person handling the material: a warehouse worker, a courier, a workshop, an emergency responder. It is not consumer information and it is not marketing. That is why it will tell you what to do if a litre of the stuff hits a floor drain, and will tell you nothing at all about whether the fragrance is any good in soy.

One practical consequence for Indian makers: CSI’s fragrance oil pages are written as product pages, and they do not carry storage instructions or a safety sheet. The wax pages do publish some storage detail — the Luxury Soy Wax CSI 464 page gives a shelf life of 60 months in cool, dry storage away from sunlight and moisture, and the Premium Coconut Soy CSI 468 page gives the same shelf life and asks that the pack is kept sealed. Two of those rows deserve a warning label of their own. Section 11 is toxicological information, and it is the section from which people extract the most damaging sentences — a phrase written to describe a concentrated material under test conditions, lifted onto a product listing, becomes a claim you cannot defend. Do not quote from it. And section 15 is written about the material as supplied in the markets the supplier serves; it does not tell you what your own business must do, and no supplier’s document substitutes for advice from your own adviser.

The six sections that change what you do

Section 2 — what the neat oil is classified as

This is the sheet’s summary judgement on the material in the bottle: the classification, any pictograms, the signal word and the hazard statements. Fragrance compositions commonly carry statements relating to skin sensitisation and to effects in the aquatic environment; what any particular oil carries is on its own sheet, and the only honest way to know is to read it rather than generalise. What section 2 is not is a verdict on your candle, and it is not a reason to describe an oil as dangerous to a customer. It is a description of a concentrated liquid that you, not your customer, are handling by the kilo.

Section 4 — first aid, which belongs on a wall

Eye contact, skin contact, inhalation, ingestion, each with an instruction. This is the section nobody reads until the afternoon they need it, at which point they are reading it on a phone with one eye shut. Print the four lines, tape them inside the cupboard door where the oils live, and add the number of your nearest clinic. It costs one sheet of paper. A workshop with a child or a helper in it should have this up before it has anything else.

Section 5 — what to put a fire out with

A candle workshop contains melted wax at 80–90°C, an electric heat source and, in most cases, an alcohol-based cleaning spray. Section 5 names suitable extinguishing media for the material in question, and the useful habit is to read it for every liquid on the bench — including the Isopropyl Alcohol Spray at ₹383.00 for 150 ml or ₹520.00 for a litre, which is a different class of liquid from a fragrance oil and should not be stored beside a melter. Do not assume water. Read the sheet.

Section 7 — handling and storage, which becomes a shelf

The section most worth your time. It will address container closure, ventilation, temperature, incompatible materials and keeping the product away from ignition sources. Turned into a workshop rule for Indian conditions, it means: a closed cupboard rather than a sunny windowsill, a shelf that is not the one above the melter, bottles sealed after every use, and no decanting into unlabelled containers. In Delhi, Ahmedabad or Nagpur an interior room in May is a different environment from a top-floor balcony store, and in Mumbai, Kochi or Kolkata the monsoon adds a humidity problem that mainly shows up as corroded caps and faded labels.

Section 9 — the numbers, including the one you weigh with

Flash point, density or specific gravity, appearance, odour, solubility. Two of those change how you work. The flash point is a transport, storage and handling property and belongs in your records — across CSI’s 92 oil pages 16 publish a numeric one, running from 85°C on the Neroli page and 93°C on the Palo Santo page up to 203°C on the Sandalwood page and 206°C on the Vetiver page; where a page publishes none, the sheet is the place to look rather than an estimate. The density figure matters for a duller reason: fragrance compositions are generally not one gram per millilitre, so measuring oil by volume introduces an error into every single candle you pour. That is why every load on CSI’s pages is stated as a weight.

Section 14 — the courier’s question

Transport information: whether the material is classified as a dangerous good for carriage and, if it is, under what class and number. This is the section that suddenly matters when a logistics partner, a freight forwarder or a marketplace onboarding form asks. For flammable liquids the classification threshold is a flash point at or below 60°C, and every numeric flash point published across CSI’s oil pages sits above that — but a classification statement is a statement on a sheet, not something to infer from a product page, and if a carrier asks you the question, send them section 14 rather than your own reasoning.

What the sheet says about the bottle, not your jar

This is where most of the confusion in Indian candle groups comes from, and it runs in both directions. One maker reads a hazard statement on a sheet, panics, and decides fragrance oils are unsafe to work with. Another reads that a candle contains only 8% fragrance, decides the sheet is irrelevant, and keeps five kilos of assorted oils in an open crate next to the melter. Both have misread the same document.

What is actually true is a matter of quantity and form. At the series unit — 200 g of Luxury Soy Wax CSI 464 with 16 g of oil at an 8% load — the finished candle is a 216 g solid in which the fragrance is held in the wax, not a free liquid. The bottle on your shelf is the opposite: a concentrated liquid, often a kilo of it, handled repeatedly by you. The sheet is written about that bottle because that bottle is where the handling risk is concentrated. So the sheet governs the workshop — storage, decanting, weighing, spills, cleaning — and it does not govern the label on a candle you sell.

Copying hazard wording from a sheet onto a candle listing. It happens both ways and both are wrong. Quoting a hazard phrase written for a concentrated liquid makes your candle sound like something it is not; quoting the absence of a phrase — or worse, writing “non-toxic” because nothing frightening appeared in section 2 — is an invented claim you cannot support. Neither is a description of your product. Describe the product: the wax grade, the fragrance load as a percentage of wax weight, the cure, the wick, the recommended first burn and the trim length.
Storing oils on the shelf above the melter because it is convenient. The warmest, most trafficked square metre in the workshop, directly above the one heat source, holding the one thing on the bench that section 7 asks you to keep cool, sealed and away from ignition sources. The fix costs nothing: move the oils to a closed cupboard at floor or waist level on the other side of the room, and keep only the working decant near the bench. Turning section 7 into a rule you can actually follow

A sheet that lives in a downloads folder changes nothing. The point of reading section 7 is to end up with four decisions you make once and then stop thinking about. Here is the version that works in a home workshop or a small production room in India.

Give the oils one closed cupboard, away from the heat. Not the shelf above the melter, not a windowsill, not the balcony. A closed cupboard on an interior wall, at waist height or below, holding every bottle upright with caps tight. Summer interiors in Delhi, Ahmedabad and Nagpur run far hotter than people assume, and the difference between a cupboard on an interior wall and one against a west-facing wall is real.

Decant a working bottle, keep the stock bottle sealed. Opening a 1 kg bottle twenty times a month is twenty exposures to warm, humid air. Decant 100–150 g into a small working bottle, label it with the oil name, the date and where it came from, and leave the kilo shut. Unlabelled decants are how a Vanilla Bean at ₹7,646.00 a kilo ends up poured into a batch that was meant to be British Rose at ₹3,068.00.

Weigh everything. Never measure oil by volume. Section 9 gives a density, and it is generally not one gram per millilitre — so a 16 ml pour is not 16 g, and the error repeats in every jar. Weigh the oil into the melted wax on a digital scale, add it in the window the wax page gives — 80–90°C for CSI 464, and the Chunks page asks for fragrance at 80–90°C with slow stirring for two full minutes — and record what you weighed.

Keep the sheet where the oil is. One printed folder on the cupboard shelf, one section-4 page taped inside the door, and the same documents in a phone folder so you can forward them without hunting. Add the GST invoice and any IFRA documentation for the same oil. When a buyer asks for “safety documentation” you attach a folder rather than starting a week of emails.
ASK FOR BOTH AT ONCE
Every documentation conversation with a supplier should be one message, not three. Send: “For [oil name] — please share the MSDS and the IFRA documentation, and confirm the flash point.” That covers handling, use levels and the number a courier may ask about. Send it on WhatsApp.

The file a retail or corporate buyer is really asking for

When a procurement team writes “please share your product safety documentation”, they are not expecting one document. They are expecting a small pack, and the reason small Indian brands lose a fortnight to this is that they go looking for it only after the request arrives. Build it once per oil, as you adopt the oil, and the request becomes a five-minute reply.

Notice how much of that folder is yours rather than your supplier’s. The two documents CSI provides on request are the smaller half. The rest is the record of what you did, and it is the part that turns a supplier’s paperwork into evidence about your product. A hundred-candle corporate order on Luxury Soy Wax CSI 464 with Eucalyptus Spearmint at 8% is 20 kg of wax, 1.6 kg of oil and a hundred wicks — ₹15,646.80 in raw materials, or ₹156.47 a candle — and the buyer who places it will ask about the documentation before they ask about the price a second time.

Timing matters more than completeness in the Indian festive calendar. Diwali 2026 falls on 8 November 2026, which puts corporate gifting enquiries through September and October and most pours into the second half of October, so that a fortnight of cure is done before anything ships. A documentation request arriving in the third week of October, against a batch you are already pouring, is the worst possible version of this conversation. Two WhatsApp messages in July would have settled it.

What an MSDS is not

The document has authority within its scope and none outside it, and the scope is narrower than the way it gets waved around in sales conversations suggests.

The second row is worth a paragraph on its own, because it is the claim most often made by small Indian brands with good intentions. “Non-toxic” is not a description of a candle — it is a claim about health, it is not something a safety data sheet says, and it is not something a supplier’s document licences you to print. The honest and more persuasive alternative is specificity: name the wax grade, state the fragrance load as a percentage of wax weight, give the cure time, describe the wick, and print a real burn instruction — first burn to a full melt pool, trim to about 5 mm, never leave a burning candle unattended. Customers trust that more than an adjective, and you can stand behind every word of it.

And a final honest note about cost, because two CSI reviews raise delivery charges and it would be glib to pretend documentation is effortless. Requesting a sheet is free. Reading it is twenty minutes. Building the habit — one folder per oil, updated as you adopt each — is the part that takes discipline, and a maker with fifteen oils on the shelf who leaves it until the week of an audit will hate every minute of it. Is an MSDS the same thing as an SDS?
In practice, yes. Material Safety Data Sheet is the older name; the globally harmonised classification and labelling system standardised the document as a Safety Data Sheet with sixteen numbered sections in a fixed order. The other ten are read once and filed. Section 11 in particular should never be quoted on a listing or a label — it describes a concentrated material under test conditions, not your candle.
Do I need an MSDS to ship candles or fragrance oils by courier in India?
What a specific carrier requires is a question for that carrier, and it varies. What is true is that section 14 of the sheet is the part that answers them: it states whether the material is classified as a dangerous good for transport. The classification threshold for flammable liquids is a flash point at or below 60°C, and every numeric flash point published on a CSI oil page is above that — but send the carrier the sheet rather than your own reasoning.
Does an MSDS tell me how much fragrance oil to use?
No. Load is decided elsewhere: by what the wax grade publishes as its maximum, by the range printed on the oil’s own page, and by the IFRA documentation — whichever of the three is lowest. Luxury Soy Wax CSI 464 states up to 10% of total wax weight and Luxury Soy Wax Chunks up to 13%. The sheet’s contribution is section 9, where the density figure tells you why you weigh the oil instead of measuring it by volume.
Can I put anything from the MSDS on my candle label?
Take nothing from it. Hazard wording describes a concentrated liquid in a bottle, not a 216 g candle holding 16 g of fragrance, and the absence of alarming wording is not permission to write “non-toxic” either. Label what you know and can defend: which wax, how much fragrance as a percentage of wax weight, how long it cured, how long it burns, what to do on the first light and how short to trim. That is more useful to a customer than any phrase lifted from a technical document.
