What has to be tested first? The wick and the load, per fragrance. Nothing else. The jar and the wax you can choose from stated specifications; the wick is the one component no supplier can name for your jar, and the load is capped by whichever of your two pages states the lower number.
What does that test cost? ₹5,605.68 for twelve jars — three scents × two wick candidates × two jars — including a ₹354 thermometer and a ₹354 scale you keep forever. That is 21.6% of the production order, spent to protect the other 78.4%.
What should I buy small and what in bulk? Small: oils at 100 g, wicks at 20, jars as one pack of 20. Bulk, only after the test: wax at 10 kg + 5 kg, jars at 5 × 20, wicks at 100 and 50, oil in the pack that matches the grams you actually need.
Why a hundred candles is two orders
A hundred candles is the first quantity at which candle making stops being a hobby and starts being inventory. It is also the first quantity at which a wicking error stops being an afternoon and starts being money: a hundred jars of glass alone is ₹9,440, and glass you have already poured into is not glass you can return. That is the whole argument for splitting the purchase.
The split is not arbitrary. Look at what is knowable in advance and what is not. The jar's fill, diameter and hot-pour limit are published on the product page. The wax's load range, add temperature and pour band are published on the product page. The oil's candle range and, on eighteen CSI oils, a measured flash point are published on the product page. None of those needs a test to be chosen — they need reading. What is not published anywhere, by CSI or by anyone else, is which wick your particular combination of jar, wax, oil and load will burn cleanly on. That is the gate.

Read the last column and the third together. The two decisions that need a test are the two cheapest lines in the launch. The three that dominate the bill are the three you can settle by reading carefully. That is an unusually favourable arrangement, and it is only favourable if you actually run the test before you place the big order.
What must be tested — and what you are allowed to simply choose
Two things, and this is the honest limit of what a test round can cover at this budget.
The wick, because nobody can give it to you. CSI publishes a diameter figure on exactly two wick pages: Eco Candle Wicks Loose, "designed specifically for 2 inch diameters", and Cotton Braided Wicks Ready Made, "engineered for large-diameter candles exceeding 8 cm" with a stated wick height of 10.16 cm. The wick most container makers actually use — Eco Candle Wicks in Thin (C1) and Thick (C2) — publishes no diameter at all, and those two are the sizes that exist. So the instruction is a bracket: pour both, burn both, keep the one that reaches the glass without misbehaving. If both fail, the third candidate is a different wick type, not a third size — Performance Wooden Wicks at ₹59 each in tens.
The load, because your two pages may disagree. Luxury Soy Wax Chunks state 8–13% of total wax weight with 10% recommended. Sandalwood states up to 10% for soy with a 48–72 hour cure. Bergamot Amber states 6–10% and tells you to start at 8%. The working number is the lower of the two, and a page that states nothing does not raise your ceiling — it lowers your confidence. Start the gate at 8% on all three and move only after a cured burn.
Everything else you are allowed to choose off the page. You do not need to burn-test a jar to know it holds 150 g if the page says 150 g — though you should still weigh one, which costs nothing. You do not need to test a wax's pour temperature; you need to hit it. And you do not need to test three fragrances against each other for likeability, which is a market question and not a bench question. Twelve jars — three fragrances, two wick candidates, two jars per cell — plus the two instruments that turn a pour into a recipe you can repeat. Every quantity below is sized to the test and nothing is sized to the launch.

Running the twelve-jar gate
The gate has one job: come out the other side with three sentences of the form "scent X, wick Y, load Z". If it cannot produce those three sentences, it has not finished, and the launch order waits.
Order two: the ₹25,918.20 production basket
Now the quantities are arithmetic rather than judgement. A hundred jars at a weighed 150 g fill, 8% of wax weight, split 40 / 30 / 30 across the three scents, with the wick split the gate gave you. Every line is rounded up to a pack CSI actually lists, and the rounding is priced.

Two lines in that table deserve a second look. First, Sandalwood's 500 g pack and five 100 g bottles cost exactly the same ₹2,513.40, because that oil's listed price is a flat ₹5.0268 a gram from 100 g all the way to 1 kg — so buy whichever is easier to store. Second, British Rose's 500 g pack is dearer than four 100 g bottles for a 350 g requirement: ₹1,593 against ₹1,368.80, even though the bigger pack is cheaper per gram. A lower unit price is only a saving if you were going to use the units.
The three lines worth choosing carefully
Jar, wax and wick are 78% of the order between them, and each one is chosen on published figures rather than on preference. Each card shows every listed pack size, the unit price, and how many 150 g candles at 8% of wax weight the pack covers.

Where ₹259.18 a candle actually goes
Split the order across the hundred candles and the shape of a luxury jar candle becomes obvious. The glass and the wax dominate; the fragrance is a meaningful third; the wick and the sticker are rounding errors on the invoice and the difference between a product and a complaint.

One consequence worth internalising before you scale. If you wanted this candle materially cheaper, the jar and the wax are the only two lines big enough to move it, and both of them are decisions you make once and then live with for the whole collection. Halving the wick cost saves ₹3. Moving from a ₹94.40 jar to a jar at half the price saves ₹47 a candle — ₹4,700 across the launch — and changes the diameter, which sends you straight back to the gate. That is the real reason the container is the first decision and not the last.
