How do I avoid unnecessary inventory? Buy in stages: test kit → 100-candle pilot (₹25,844.80) → batches of 300, each after the previous one is selling. Up front you would commit ₹2,52,557.58 before a candle sells.
What goes in the test kit? 29 candles: CSI 464 vs Soy Pearl, three wick types, six candidate oils — all from the smallest in-stock packs. See stage 0.
Is staged buying more expensive? Only by rounding: ₹4,622.40 over 1,000 candles here, because most CSI core lines are priced flat per unit — and that slack is carried stock you net off the next order.
The whole list, bought in five steps instead of one
A first run of 1,000 candles needs, in round numbers, 193.4 kg of wax, 16.82 kg of fragrance oil, about 1,031 jars and 1,021 wicks and stickers, once a 2% reject allowance, 3% pour loss on wax and oil and 1% glass breakage are included (labelled working assumptions). None of that is unnecessary. What makes inventory unnecessary is timing and certainty: an oil bought for 900 candles before anyone has smelt it, a wick bought by the thousand before a full-life burn, jars for batch four sitting in cartons while batch one is still unsold.
So the answer to "what should my complete purchase list look like?" is a list in stages. Stage 0 is a small test kit that decides the wax, the wick and which scents launch. Stage 1 is a pilot of 100 candles in the approved formula. Stages 2–4 are production batches of 300, each bought only when the one before is selling. Every line in every stage is rounded to real, in-stock CSI packs, and every stage's order is priced. The total over 1,000 candles is almost exactly the same as buying everything at once; the cash committed before you know anything is a fraction of it.
The BOM and the full requirement
The example candle is 200 g in the White Matte Glass Jar (the reader's weighed fill — CSI does not publish this jar's fill) at an 8% load: 16 g of oil and 184 g of wax per candle. The four launch scents are split 30/25/25/20 by expected demand — the reader's estimate, not CSI data: British Rose, Roasted Coffee, Eucalyptus Spearmint and Dark Vanilla Oud. They are on the list because they passed this page's example test stage; British Rose, Roasted Coffee and Eucalyptus Spearmint sit near the top of CSI's best-selling sort, which is a reason to test them first, not proof they will sell for you.

The per-scent oil requirement follows the split: British Rose 5,045 g, Roasted Coffee 4,204 g, Eucalyptus Spearmint 4,204 g, Dark Vanilla Oud 3,363 g. 1,000 × 200 g at 8% and splitting 1,000 candles across four fragrances go deeper into this step, and allowances for 1,000 saleable candles argues each percentage.
Stage 0: the test kit that decides everything else
Before any production purchase, three questions need answers that only test candles can give: which wax, which wick, and which scents. The test kit below answers all three with 29 candles. Wax: four candles each in Luxury Soy Wax CSI 464 and Natural Soy Pearl Wax (the cheapest-per-kilo container soy), same oil, wick and jar. Wick: three candles each on Eco Thin C1, Eco Thick C2 and Cotton Braided in CSI 464 — CSI publishes no wick-size-per-diameter chart, so the burn test decides. Scent: two candles each of six candidate oils. Test quantities carry a 5% loss allowance; burn-test method is in burn-test samples for 100 candles and how many sample wick sizes to add.

Three notes on the kit. CSI 464 is bought as 1 × 5 kg at ₹507.40 a kilo — the same rate as every other CSI 464 size from 1 kg — and whatever the tests leave carries into the pilot if it wins. Natural Soy Pearl starts at 1 kg. Eco Thin C1's 10-pack is out of stock on the 4 October re-check, so the smallest is 20. If a scent fails its two candles, it simply never appears on the production list — that is the cheapest dead stock you will ever avoid.
Stages 1–4: pilot, then three production batches
Each stage's order covers that stage's candles with the full allowance stack, rounded to the cheapest real in-stock packs. Nothing carries between stages in this plan except rounding slack, which you net off the next order on the reorder sheet — so in practice later orders are a little smaller than shown.

CSI materials come to ₹2,57,179.98 for 1,000 candles, or ₹257.18 a candle including the tests (₹249.15 without them), before labour, packaging, freight and GST. The jars are the biggest single line, because the White Matte jar is a ₹70.80 premium container; a cheaper jar changes the total more than any wax or oil choice. Lids, labels and boxes are example lines for you to replace with your own quotes — they are not in the CSI total.

After the first 1,000
By the end of batch four you have what the first thousand candles were really for: a tested formula, a wick you trust, and three batches of sales by scent. That history is the input the rest of the procurement cluster needs — monthly sales into material requirements, what to buy frequently and what in bulk and which shared materials are worth a volume quote. The complete procurement system ties them into one flow.
If your budget is fixed before your volume is, start from the budget side instead: the smallest spend to validate a candle idea and growing from ₹10,000 to ₹1 lakh inventory stage the same purchases by rupees rather than candles. What to buy in bulk and what in testing sizes for the first 100 is the same logic one order of magnitude smaller.

Non-price figures and assumptions: CSI convention: load is a share of finished weight (200 g at 8% = 16 g oil + 184 g wax). The 200 g fill is the reader's weighed figure; CSI does not publish the White Matte jar's fill. The launch scents, split, test outcomes, stage sizes and allowances are labelled examples. CSI's page for CSI 464 states up to 10% fragrance and a 60-month shelf life; Natural Soy Pearl has no published ceiling, temperatures or shelf life. "Near the top of CSI's best-selling sort" refers to the collection's sort order on the 24 September pull, not sales figures. CSI publishes no lead times, delivery times, minimum order quantities, volume-discount figures, jar internal diameters or fill weights (except the Golden Aluminium Tin's 85 g and the Heart Cutout Velvet Jar's 50 g), wick-size-per-diameter charts, throw data or shelf-life figures for its oils.
