What Makes a Fragrance Oil Candle Safe?

Does a high flash point mean an oil is safer in candles? No. Flash point is a transport, storage and handling property. Only 16 of 92 CSI oil pages print one, from 85°C (Neroli) to 206°C (Vetiver), and the 80–90°C fragrance-add window sits at or below every one of them.
Does IFRA certification make my candle certified? No. 46 of 92 pages state IFRA certification of the fragrance material. That is a statement about the oil, and documentation is supplied on request — it is not an assessment of your finished candle, and it is not skin-safety permission.
Which figure wins when the oil page and the wax page disagree? The lower one, always. Fresh Strawberries states 6–9%; Luxury Soy Wax Chunks states up to 13%; you pour 9% — 18 g in a 200 g candle, ₹63.72 of oil.
What “candle safe” actually means — and what it cannot mean
Ask ten Indian makers what makes a fragrance oil candle safe and most will answer with one word: flash point. A few will say IFRA. Both answers are about the bottle, and the bottle is only the first third of the question. A fragrance oil sits in a finished object that also contains a specific wax at a specific load, a wick of a specific size, a jar of a specific diameter, and a customer who will burn it for four hours in a closed Mumbai bedroom in July. Safety is settled in that object, not on the label.
It helps to split the question into three layers that are decided by three different people. The material layer is decided by the fragrance house that formulated the oil and the supplier that documents it: what is in it, what product categories it was assessed for, how it behaves when heated. The formulation layer is decided by you when you choose a wax and a load: an oil that behaves perfectly at 8% of wax weight can seep at 13%. The object layer is decided by you again when you choose the wick, the vessel and the burn instructions you print on the base.
CSI can give you the first layer in writing. It cannot give you the other two, because they are made in your workshop. That is the honest shape of this page: what the material documentation actually proves, and what only a burn test in your own jar can prove. What a fragrance oil page can tell you — and what each line proves
CSI publishes 92 fragrance oils. Count what the pages actually print and you get a useful picture of what any supplier page can and cannot settle: 72 of the 92 state a candle usage range, 58 give a scent family or a note pyramid, 53 carry a discolouration note, 46 carry an IFRA claim, and 16 print a flash point as a number. That is not a scandal, it is how fragrance documentation works — a page prints what the formulation sheet supports, and a thin page means the answer lives in a document rather than on the web page.
Read the five lines as a spec sheet rather than as marketing. The candle usage range is the only one that changes what you weigh out. The discolouration note changes what colour wax you pour into. The flash point changes how you store, ship and handle the bottle. The IFRA claim changes what you can say in writing and what documentation you can request. The scent family changes nothing about safety at all — it is a selling line, and it is the one most makers read first.

The two-ceiling consequence in the first row is the one that costs money. Fresh Strawberries states 6–9% of total wax weight. Luxury Soy Wax Chunks states up to 13%. Pour the wax to its ceiling and you are 4 percentage points above what the oil page asks for — and in a 200 g candle that is ₹92.04 of oil instead of ₹63.72, spent on a formulation the oil page does not describe. The lower figure governs. It is the single most useful sentence on this page.
Flash point: a handling number, not a heat rating
Flash point is the lowest temperature at which the vapour above a liquid can be ignited by an external source in a standard test. It is a transport, storage and handling property — it decides how the bottle is classified when it travels and how cautiously it should be kept near a flame or a hot plate. It is not the temperature at which the fragrance leaves your wax, and it is not a strength rating. An oil with a 203°C flash point is not stronger than one at 132°C, and a low figure does not mean the scent will “burn off”.
The practical point for a candle maker is narrower and more useful. CSI wax pages put the fragrance-add window at 80–90°C: the Luxury Soy Wax Chunks page says to add fragrance at 80–90°C and stir slowly for two full minutes, and the Eco Soy CSI 400 page says to add at 85°C within the same band. Every numeric flash point CSI publishes sits at or above 85°C, so the add window is at or below the printed figure in every case. For the three lowest, work at the cool end of the window and do not hold the melt hot while you fetch something (add temperature for soy wax).

The other 76 pages do not print a number. That is normal, and the correct response is not an estimate. Ask on WhatsApp for the MSDS, which carries the figure, and store the reply with your batch record. What you should never do is infer a flash point from the scent family — a citrus oil is not automatically low and a woody oil is not automatically high, and the 16 figures above show the spread inside every family CSI stocks.
One storage note that matters more in India than the flash point does. Fragrance oils keep best capped, upright, out of sunlight and away from heat. A 40°C Ahmedabad or Nagpur afternoon in a first-floor workroom is not a fire risk at these flash points, but it does age a bottle faster and it will soften the top notes of anything citrus or green well before the base notes shift (fragrance oils for Indian summers). Keep stock in the coolest cupboard you have and buy the size you will actually use in a season.
What an IFRA claim on the page does and does not settle
Forty-six of the 92 CSI oil pages carry an IFRA claim, and the wording varies. Some say simply “IFRA certified”. The perfume-grade pages — Afnan 9 PM inspired is one — say “IFRA compliant, phthalate-free” and describe skin-safety testing as part of the perfume use case. The accurate way to repeat any of this is with attribution: the page states IFRA certification. CSI is a supplier passing on what the formulation documentation says; neither we nor you should assert certification of a finished candle that nobody has assessed.
Three consequences follow, and they are the practical content of the claim. First, documentation exists and can be requested — that is what the claim is really telling you, and it is worth having before a corporate gifting order or a marketplace listing review, not after. Second, the rates that IFRA documentation carries are stated per product category, so a rate written for a body product is not the rate for a candle; use the candle usage range on the page for candles and nothing else. Third, an IFRA claim says nothing at all about throw, cure time or how the oil behaves in soy — those you test.
What the claim does not do is make anything skin safe in your hands. CSI does not publish skin-contact guidance for candle use, and this page will not invent any: a candle is an air-care object, the wax gets hot, and melted wax on skin is a burn risk regardless of what is dissolved in it. If you are building a product that touches skin, that is a different formulation question with different documentation, and it belongs on WhatsApp with the MSDS in front of you. The other 46 pages do not carry an IFRA line. Read that as “not published on the page”, not as “not documented”. It is a two-minute WhatsApp message to ask, and the reply is a file you can keep. The same message can carry your GST details so the invoice is right the first time. What you must not do is write “IFRA certified” on your own label because the oil inside came from a page that said so — your candle is a different object, and a claim you cannot evidence is a claim you should not print.
Where safety is actually decided: two ceilings, and the lower one governs
The wax manufacturer states a maximum the wax will hold: Luxury Soy Wax CSI 464 up to 10% of total wax weight, Luxury Soy Wax Chunks and Premium Coconut Soy CSI 468 up to 13%. The fragrance page states the band the oil was written for: 6–9%, 6–10%, 7–10%, up to 10%, up to 13%. Both apply at once. Work to whichever is lower and you are inside both documents; work above either and you are outside one of them, with nothing in writing to stand on if a batch misbehaves.
These are formulation maximums from the people who made the materials, not rules imposed by anybody else — but they are the only limits either document supports, and they are what a serious buyer will ask about. In grams the arithmetic is trivial and worth doing in front of the scale: oil grams equal wax grams times the load. At the series unit of 200 g of wax, 8% is 16 g, 10% is 20 g and 13% is 26 g. Per kilogram of wax that is 80 g, 100 g and 130 g.

Two rows are worth arguing with. The Cinnamon Vanilla row in CSI 464 is the one makers resent: the oil page allows 13%, the wax page allows 10%, and you must pour 10%. You are not being cheated of throw — you are being told that this wax will not hold 13% of that oil in solution, and the candles that still smell weak at a high load are usually candles whose pool is too small, not candles starved of oil. The Fresh Strawberries row is the one that saves money: at 9% instead of 13% you spend ₹63.72 of oil per candle instead of ₹92.04, and you stay inside the document.
Eco Soy CSI 400 is the honest exception in the CSI range. Its page does not publish a fragrance ceiling. Where a wax ceiling is not published, the oil page range is the only stated limit you have, so work to that and ask on WhatsApp before you scale a batch — do not assume 10% or 13% because another soy allows it. Saying “not published” is not a weakness in a supplier page; inventing a number would be.
The burn test that actually settles it
Everything above narrows the field. The candle itself decides. The test is not complicated and it is not optional: three identical jars, one variable, burned properly and written down. At the series unit — 200 g of CSI 464, 16 g of British Rose at 8% and an Eco Candle Wick Thin (C1) — a test candle costs ₹156.47 in materials, ₹250.87 with a Clear Glass Jar with Golden Lid at ₹94.40. Three of them is ₹752.60. That is the price of knowing.
One variable per round is the whole discipline. If the first round throws a flag, change the wick and pour three more — do not change the wick and the load and the jar together, or you will have a candle that works and no idea why. The file you should be able to hand over in five minutes
Indian candle brands hit this at the same three moments: the first corporate gifting order with a procurement form, the first marketplace listing that asks for product documentation, and the first customer who writes in because a white candle has gone cream. None of them is an emergency if you have kept a file. All three are an emergency if you have not.
Keep four things per fragrance. The screenshot or note of the page figures — range, flash point if printed, vanillin and discolouration line, IFRA wording. The MSDS and IFRA documentation supplied on request by WhatsApp. The GST invoice for the batch of oil you actually used, which ties a document to a delivery. And your own burn record: wax, load in grams, wick, jar, cure days, what the full burn did. That last one is the only part nobody can send you.

The discolouration row is the one that turns a complaint into a conversation. Vanillin-bearing oils can warm the colour of white and pastel wax over weeks — Cinnamon Vanilla states 2.5% vanillin and a moderate discolouration risk, Apple Cinnamon notes vanillin in its vanilla and amber base, while British Rose and Blue Ocean state 0% and no discolouration. Yellowing is cosmetic, not a fault in the burn (why 0% vanillin matters for white candles). Printing the expected tone shift on your own product card turns it from a surprise into a described feature.
Sampling is the cheap half of this. Two 15 gm bottles — British Rose and Cinnamon Vanilla — cost ₹200.60 together and are enough for one 200 g test candle each at 8%. Three 50 gm bottles at ₹696.20 give you three candles apiece and a real comparison. Buy the 1 kg pack only after a jar has burned to the base. That advice costs CSI the larger order today and saves you the 5 kg mistake, which is the trade we would rather make.
