Quick answers — read this first
What is IFRA? The International Fragrance Association — the fragrance industry's own standards body. Its standards set maximum use levels for individual fragrance materials, category by category, according to how the finished product is used on or near a person. It is an industry framework, not a government licence, and it applies to fragrance materials rather than to your candle.

What does an IFRA document for a fragrance do? It translates those material-level standards into a figure for one specific blend: the maximum use level of that fragrance in each product category. One document, one fragrance, many categories — perfume, soap, body lotion, room spray, diffuser, candle.

Why does a candle maker care? Three reasons: the candle figure is usually not the highest number on the sheet, so a multi-format range works to several different ceilings from one bottle; your wax states a ceiling of its own and the lower of the two governs; and it is the piece of paper you file, so a retailer's question is answered from a document instead of from memory.

Does CSI publish it? No CSI fragrance-oil page publishes a certificate number, amendment, category number or assessment date, and 36 of 107 pages never mention IFRA at all. What 32 pages do publish is an in-house maximum-usage table by category. Documentation is supplied on request on WhatsApp — ask per product and per size.
The short answer
Check it because it is category-specific: the same fragrance carries a different maximum use level in a candle, a cold-process soap and a leave-on body cream. If you sell more than candles, one number is not enough.
Check it because you have a second ceiling: your wax publishes its own stated maximum load — Luxury Soy Wax Chunks up to 13%, CSI 464 up to 10%. Work to whichever figure is lower.
Do not check it for throw: a use-level document says nothing about hot throw, wick size, discolouration or cure. Those come from the product page, the wax page and your own burn test.

Straight answer
Why should a candle maker check IFRA documentation for a fragrance oil?
Because it is the only document in the chain that states how much of that fragrance is intended to be used in the category of product you are making — and because "candles" is one row on a sheet that usually covers ten. IFRA, the International Fragrance Association, is the fragrance industry's standards body; its standards set maximum use levels for individual fragrance materials, category by category, according to how the finished product is used. A document for a finished fragrance turns those material limits into one figure per category for that blend. Three things follow for a candle business. First, the candle figure is rarely the highest on the sheet: on the tables published across 32 CSI pages the candle row reads 10% while reed diffusers read 25% and body creams read 3% — so a maker selling candles, melts and sprays from one bottle is working to three different ceilings. Second, your wax publishes a ceiling of its own — up to 13% on Luxury Soy Wax Chunks, up to 10% on CSI 464 — and the lower of the two numbers is the one your recipe must respect. Third, it is paper: when a stockist asks what the oil is rated for, you answer from a file rather than from memory. What it will not tell you is whether the candle throws, which wick it needs or whether it browns white wax. Ask for it on WhatsApp by product name and size, then burn test anyway.
One line: an IFRA document sets the ceiling for the category you are formulating for; your wax sets a second ceiling; you work to the lower one and prove the candle yourself.

What IFRA standards actually govern

Almost every argument about IFRA in maker groups is an argument about the wrong noun. The standards are about materials, not about your candle.

Start with the structure, because it explains everything else. A fragrance is not one substance. It is a blend — often of dozens of individual aroma materials, natural and synthetic. IFRA standards apply to those individual materials. For a given material, a standard may prohibit it, restrict it to a maximum concentration, or specify it only within certain limits, and those limits are set per product category rather than as one global number. The reason is exposure. A material in a leave-on body cream sits on skin for hours; the same material in a bath salt is rinsed away in minutes; in a candle it is burned in a room and never touches skin at all. Different exposures, different limits.

That is why a use-level figure is meaningless without a category attached to it. "This oil is rated at 25%" is not a fact; "this oil is rated at up to 25% in an extrait de parfum and up to 10% in a candle" is. When a supplier or a page gives you a single percentage, the first question is always in what.

The second structural point is the one most makers miss. Because the standards govern materials, a document for a finished fragrance is a derived document. Whoever composed the blend knows what is in it and at what proportion, and can therefore work out the highest level at which the whole blend can be used in each category without any of its constituent materials exceeding its own limit. That is the calculation an IFRA document for a fragrance represents. It is why such a document is issued per fragrance — not per supplier, not per range, and certainly not per catalogue.

The mistake: reading the biggest number on the sheet. A maker sees "Reed Diffusers (with base) 25%" and concludes the oil is powerful enough to go in at 25%. It is not a strength ranking. A diffuser has no wax to dissolve the oil, no flame and no melt pool — it is a different physical system with a different exposure profile, so it gets a different number. Wax cannot hold 25% of anything: the candle row on the same table reads 10%, and Luxury Soy Wax Chunks, the most generous wax in the CSI range on this measure, states a formulation maximum of 13%. Read your own row and ignore the rest.

Third: IFRA is an industry body and its standards are an industry framework. This guide makes no statement about what any law requires of you. What the framework gives a small candle business is a common language: ask "what is the maximum use level for candles" and you are asking a question with a defined answer you can put in a file.

A use-level table, as published

You do not have to imagine what this looks like. Thirty-two CSI fragrance-oil pages carry a block headed Maximum Recommended Usage Rates with a row per product category, and the footnote under it on the Mint Sandalwood page reads, verbatim: "Rates are maximum recommended percentages by weight. IFRA compliant within these limits. Always perform a patch test for leave-on skin products. Start at lower concentrations and adjust to your preference." The Royal Oud page carries the same table with a differently worded footnote: "Maximum recommended usage rates by weight. Always test in your specific formulation before full production. IFRA compliance applies within stated category limits — refer to the product SDS for full IFRA category details."

That is an in-house usage table shaped like a use-level document, and it is a genuinely useful thing to have on a product page. It is not itself a certificate, and neither page publishes a certificate number, an amendment number, a category number or a date. Read it for what it is: the supplier's stated maximum per category, with the document itself available if you ask.

The one sentence worth copying off these pages
Both footnotes end with an instruction, not a permission: "Always test in your specific formulation before full production" and "Start at lower concentrations and adjust." A maximum is a boundary, not a recommendation. The same pages state a recommended candle load of 7–10%, starting at 7% — three percentage points below their own ceiling. On a 200 g candle that is the difference between 14 g and 20 g of oil, which on Mint Sandalwood at 1 kg pricing (₹4.999 per gram) is ₹69.99 against ₹99.98 per candle — ₹14,997 across a 500-candle run. Start low and climb only if the cured candle asks you to.

Two ceilings — and the lower one wins

This is the part of the subject that costs real money, and it is arithmetic rather than philosophy. A candle recipe is constrained twice. The fragrance has a stated maximum use level for the candle category. The wax has a stated maximum fragrance load — a formulation limit describing how much oil that wax will hold in solution. The two numbers come from different places, mean different things, and have no obligation to agree. Your recipe must sit under both, which means the lower figure is your working ceiling and the higher one is decoration.

Worked out above: this series states fragrance load as a share of the finished candle, so a 200 g candle at 10% is 20 g of oil and 180 g of wax, and at 8% it is 16 g and 184 g. Some pages use the other convention — the Lavender Fragrance Oil page states "6-10% of total wax weight", and the Luxury Soy Wax Chunks page phrases its 8–13% as a share of total wax weight. Ten per cent of 184 g of wax is 18.4 g of oil, giving a 202.4 g candle in which oil is 18.4 ÷ 202.4 = 9.09%. The two conventions differ by about one percentage point at this level; state which one you are using on your recipe card and never mix them mid-batch.

Now the cost of ignoring the lower ceiling. Suppose you read only the wax page, see 13% on Luxury Soy Wax Chunks, and pour a 500-candle festive run at 13% using an oil whose own page states 10% for candles. Per 200 g candle you have moved from 20 g of oil to 26 g — six grams. Across 500 candles that is 3 kg of extra oil: ₹14,997 on Mint Sandalwood at ₹4.999 per gram, ₹11,001 on Royal Apricot at ₹3.667 per gram. You have spent five figures to sit above the figure the fragrance supplier stated for your category, and the candle will not thank you for it — above a wax's solubility limit surplus oil migrates rather than burning, which is the sweating-and-separation sequence covered in can too much fragrance oil make a candle smell weaker.

The mistake: one ceiling for the whole shelf. Makers write "10%" on the wall of the workshop and pour every scent at 10%. The stated candle rate is a property of the individual fragrance: the perfume-grade pages state 7–10% with a 7% start, several candle-focused pages state "6-10% of total wax weight", Vanilla Bean states "Up to 10% for soy wax" and "Up to 6% for paraffin wax", and 26 of 107 pages state no percentage at all. Keep the figure on the recipe card for each scent, not on the wall. Where a page states nothing, hold at 8% and treat the first cured jar as the authority.

Four reasons to ask for the document

If you make nothing but soy container candles at 8% in one wax, the honest answer is that the document will usually confirm you are comfortably inside the range and change nothing about your day. That is still worth knowing — but it is not the reason to ask. These four are.

1. You probably do not only make candles. The moment a candle brand adds wax melts, a room spray, a reed diffuser or a body product, one bottle is being used across several categories with different ceilings. On the published table above, the same fragrance is 10% in a candle, 5% in a room spray, 25% in a diffuser with base and 3% in a leave-on cream. Nobody can hold that in their head across eight scents. A document per fragrance, filed, is how a two-person workshop stays straight.

2. The question will be asked of you. Stockists, marketplaces, hamper clients and corporate gifting buyers ask what your fragrance is rated for, and the ones who ask are usually the ones placing the larger orders. "I use 8% and it smells lovely" is not an answer. "Here is the supplier's documentation for that fragrance and the usage rate we work to" is. The cost of being able to say the second sentence is one WhatsApp message per scent.

3. It is independent of your wax. Wax pages state formulation limits; fragrance documentation states use levels per category. Because the two come from different parties, a change in one cannot silently invalidate the other: switch from CSI 464 at a stated 10% to Chunks at a stated 13% and you know at once that the extra headroom belongs to the wax, not the oil.

4. It tells you where the edges of the system are. A use-level document is scoped: it covers categories, not your vessel, your wick, your cure or the room. Knowing that stops you looking for answers in the wrong document, which is what the next section is about.

The CSI principle
Documentation answers "how much, in what". Only a burn test answers "and does it work". Asking one to do the other's job is how makers end up trusting paper and selling candles they have never watched burn out.
File the paper because it is cheap, precise and someone will ask for it. Then pour three jars, cure them and burn them to the bottom, because that is the only place your candle's behaviour is recorded.

What it cannot tell you

A use-level document is a boundary marker. It has never once predicted how a candle smells across a room.

This is where careless writing about IFRA does real damage, because a document presented as a quality mark gets used as a substitute for testing. It is not a quality mark. It says nothing about concentration, character, longevity, cold throw or hot throw: two fragrances can carry the same stated candle rate and behave completely differently in the same wax. The table below maps the questions a candle maker actually has onto the document that answers each one.

The mistake: treating silence as an answer in either direction. Thirty-six of 107 CSI fragrance-oil pages never mention IFRA. That is not evidence that no documentation exists for those fragrances, and it is not evidence that it does. It is evidence that the page does not say. The same applies in reverse: a page that uses the phrase does not thereby put a certificate in your hands. The only way to know what documentation exists for a specific oil in a specific size is to ask for it, which is free and takes a minute. Until you have asked, write "not yet requested" on the recipe card rather than guessing.

How to ask, and what to file

There is a right way to ask for this, and it is not "do you have IFRA?" A useful request names the product, the size and the category, because the answer is specific to all three. Five steps, once per fragrance.

Name the product exactly as listed, with the size. "Mint Sandalwood 100 g" and "Royal Oud 1 kg" are unambiguous; "the sandalwood one" is not — CSI lists several woody sandalwood directions, and documentation is per fragrance. Send the product link if you have it open.

Say which categories you are formulating for. "Container candles and wax melts" gets you a more useful answer than silence, because it tells the supplier which rows of the table you actually need. If you are planning a matching room spray or a body product later, say so now.

Ask for both documents in one message. The SDS covers handling, and the IFRA documentation covers use levels. They answer different questions and you want both on file. CSI's stated practice is that SDS and IFRA documentation are supplied on request on WhatsApp at +91 7397976926, alongside bulk pricing and GST invoicing.

Write the candle figure onto the recipe card, with its source and date. Not just "10%" — "candle max 10% per supplier documentation received September 2026; wax ceiling 13% per Chunks page; we pour 8%". Three numbers and a date. The future version of you who is asked a question in a hurry will thank the present one.

Re-ask when anything changes. A new category (you have added a soap), a new size (you have moved from 100 g to 1 kg), a long gap since the last order, or a customer question you could not answer from the file. Re-asking costs a message. Assuming costs a batch.

What you end up with is a one-page card per scent: stated notes, stated candle rate, stated flash point where the page publishes one, the discolouration line, your wax, your load, your wick, your cure window, and the date you last requested documentation. That card is also exactly what you want in front of you when a 1,000-candle order arrives and someone asks you to confirm the formula.

Three pages that publish the most

If you want to see what a well-documented listing looks like before you buy anything, these three are the clearest in the CSI range on this specific subject — each publishes a full ten-row maximum-usage table with a category footnote, a stated candle load band, a discolouration statement and a full note pyramid. None of them publishes a certificate number, because no CSI page does; all of them tell you where to go for the rest.

The only CSI fragrance-oil page that tells you, in writing, where the category detail lives: "IFRA compliance applies within stated category limits — refer to the product SDS for full IFRA category details." Its FAQ adds "Always refer to the IFRA guidelines for the specific product category you are formulating for", which is the correct instruction stated correctly. The clearest example of the published usage table in the range, footnoted "Rates are maximum recommended percentages by weight. IFRA compliant within these limits." Its stated candle guidance is "Recommended load - candles 7-10% (start at 7%)" and "7-10% in soy, paraffin, or blended wax". Stated notes: "Top Mint, Eucalyptus, Bergamot - a cool, crisp opening", over a sandalwood, cedar and lavender heart and a creamy sandalwood dry-down. Its discolouration line is honest and specific: "Low to moderate discoloration is possible due to vanilla content. White or light wax and soap may develop a slight cream tone over time." Why trust this guide

CANDLEMAKINGSUPPLIESINDIA supplies raw materials, not finished candles — which means we have no candle of our own to defend and no reason to overstate what a piece of paper does. It would be easier commercially to write "our whole range is certified" and stop there. We have not, because that sentence is not supportable from what our own product pages say, and because a maker who believes documentation replaces a burn test is a maker who will eventually have a bad batch and no records.

What is IFRA, in plain terms?
The International Fragrance Association — the fragrance industry's own standards body. Its standards set maximum use levels for individual fragrance materials, and those levels are set separately for each product category, because a material in a leave-on body cream, a rinse-off bath salt and a burned candle involve very different exposures. It is an industry framework rather than a government licence, and it governs fragrance materials, not your finished candle.
Why would a candle maker check it if a candle never touches skin?
Four reasons. The candle category has its own stated maximum — 10% on the tables published across 32 CSI pages. Most candle brands also sell melts, sprays or diffusers, and those rows differ (5% for room sprays, 25% for diffusers with base). Buyers, stockists and hamper clients ask what your fragrance is rated for. And it is a second, independent check on the figure your wax page states — the lower of the two ceilings is the one you pour to.
Does IFRA documentation tell me the best fragrance load for my candle?
No. It states a maximum, which is a boundary, not a target. The best-performing load for your wax, your vessel and your wick is found by testing — usually three identical jars at three loads, cured together and burned side by side. Both CSI footnotes say as much: "Always test in your specific formulation before full production" and "Start at lower concentrations and adjust." The pages themselves recommend starting at 7% against their own 10% ceiling.
Do all CSI fragrance oils have IFRA documentation?

What that means practically is simple: ask per product and per size. Is the candle percentage on a fragrance page the same thing as my wax's maximum load?
No — they are two different limits from two different parties. The fragrance's figure is a use level for a product category. The wax's figure is a formulation limit describing how much oil that wax will hold in solution: up to 13% on Luxury Soy Wax Chunks, up to 10% on CSI 464, up to 13% on CSI 468. Your recipe has to satisfy both, so work to whichever is lower and write both numbers on the recipe card with their sources.
What else should I request alongside it?
The SDS, always — it is the handling document, and only 2 of 107 CSI pages mention one, so it is a request rather than a download. Also ask for the stated applications for the oil if the listing is thin, and confirm the size you are quoting for. Then do the part no supplier can do for you: pour three jars, cure them for 14 days and burn them to the bottom, as set out in why every wax × wick × fragrance combination needs burn testing.
