Why Should Candle Makers Check IFRA Documentation for Fragrance Oils?

What does an IFRA document for a fragrance do? It translates those material-level standards into a figure for one specific blend: the maximum use level of that fragrance in each product category. One document, one fragrance, many categories — perfume, soap, body lotion, room spray, diffuser, candle.
Why does a candle maker care? Three reasons: the candle figure is usually not the highest number on the sheet, so a multi-format range works to several different ceilings from one bottle; your wax states a ceiling of its own and the lower of the two governs; and it is the piece of paper you file, so a retailer's question is answered from a document instead of from memory.
Does CSI publish it? No CSI fragrance-oil page publishes a certificate number, amendment, category number or assessment date, and 36 of 107 pages never mention IFRA at all. What 32 pages do publish is an in-house maximum-usage table by category. Documentation is supplied on request on WhatsApp — ask per product and per size.
What IFRA standards actually govern
Start with the structure, because it explains everything else. A fragrance is not one substance. It is a blend — often of dozens of individual aroma materials, natural and synthetic. IFRA standards apply to those individual materials. For a given material, a standard may prohibit it, restrict it to a maximum concentration, or specify it only within certain limits, and those limits are set per product category rather than as one global number. The reason is exposure. A material in a leave-on body cream sits on skin for hours; the same material in a bath salt is rinsed away in minutes; in a candle it is burned in a room and never touches skin at all. Different exposures, different limits.
That is why a use-level figure is meaningless without a category attached to it. "This oil is rated at 25%" is not a fact; "this oil is rated at up to 25% in an extrait de parfum and up to 10% in a candle" is. When a supplier or a page gives you a single percentage, the first question is always in what.
The second structural point is the one most makers miss. Because the standards govern materials, a document for a finished fragrance is a derived document. Whoever composed the blend knows what is in it and at what proportion, and can therefore work out the highest level at which the whole blend can be used in each category without any of its constituent materials exceeding its own limit. That is the calculation an IFRA document for a fragrance represents. It is why such a document is issued per fragrance — not per supplier, not per range, and certainly not per catalogue.
Third: IFRA is an industry body and its standards are an industry framework. This guide makes no statement about what any law requires of you. What the framework gives a small candle business is a common language: ask "what is the maximum use level for candles" and you are asking a question with a defined answer you can put in a file.
A use-level table, as published
You do not have to imagine what this looks like. Thirty-two CSI fragrance-oil pages carry a block headed Maximum Recommended Usage Rates with a row per product category, and the footnote under it on the Mint Sandalwood page reads, verbatim: "Rates are maximum recommended percentages by weight. IFRA compliant within these limits. Always perform a patch test for leave-on skin products. Start at lower concentrations and adjust to your preference." The Royal Oud page carries the same table with a differently worded footnote: "Maximum recommended usage rates by weight. Always test in your specific formulation before full production. IFRA compliance applies within stated category limits — refer to the product SDS for full IFRA category details."
That is an in-house usage table shaped like a use-level document, and it is a genuinely useful thing to have on a product page. It is not itself a certificate, and neither page publishes a certificate number, an amendment number, a category number or a date. Read it for what it is: the supplier's stated maximum per category, with the document itself available if you ask.

Two ceilings — and the lower one wins
This is the part of the subject that costs real money, and it is arithmetic rather than philosophy. A candle recipe is constrained twice. The fragrance has a stated maximum use level for the candle category. The wax has a stated maximum fragrance load — a formulation limit describing how much oil that wax will hold in solution. The two numbers come from different places, mean different things, and have no obligation to agree. Your recipe must sit under both, which means the lower figure is your working ceiling and the higher one is decoration.

Now the cost of ignoring the lower ceiling. Suppose you read only the wax page, see 13% on Luxury Soy Wax Chunks, and pour a 500-candle festive run at 13% using an oil whose own page states 10% for candles. Per 200 g candle you have moved from 20 g of oil to 26 g — six grams. Across 500 candles that is 3 kg of extra oil: ₹14,997 on Mint Sandalwood at ₹4.999 per gram, ₹11,001 on Royal Apricot at ₹3.667 per gram. You have spent five figures to sit above the figure the fragrance supplier stated for your category, and the candle will not thank you for it — above a wax's solubility limit surplus oil migrates rather than burning, which is the sweating-and-separation sequence covered in can too much fragrance oil make a candle smell weaker.
Four reasons to ask for the document
If you make nothing but soy container candles at 8% in one wax, the honest answer is that the document will usually confirm you are comfortably inside the range and change nothing about your day. That is still worth knowing — but it is not the reason to ask. These four are.
1. You probably do not only make candles. The moment a candle brand adds wax melts, a room spray, a reed diffuser or a body product, one bottle is being used across several categories with different ceilings. On the published table above, the same fragrance is 10% in a candle, 5% in a room spray, 25% in a diffuser with base and 3% in a leave-on cream. Nobody can hold that in their head across eight scents. A document per fragrance, filed, is how a two-person workshop stays straight.
2. The question will be asked of you. Stockists, marketplaces, hamper clients and corporate gifting buyers ask what your fragrance is rated for, and the ones who ask are usually the ones placing the larger orders. "I use 8% and it smells lovely" is not an answer. "Here is the supplier's documentation for that fragrance and the usage rate we work to" is. The cost of being able to say the second sentence is one WhatsApp message per scent.
3. It is independent of your wax. Wax pages state formulation limits; fragrance documentation states use levels per category. Because the two come from different parties, a change in one cannot silently invalidate the other: switch from CSI 464 at a stated 10% to Chunks at a stated 13% and you know at once that the extra headroom belongs to the wax, not the oil.
4. It tells you where the edges of the system are. A use-level document is scoped: it covers categories, not your vessel, your wick, your cure or the room. Knowing that stops you looking for answers in the wrong document, which is what the next section is about.
What it cannot tell you
This is where careless writing about IFRA does real damage, because a document presented as a quality mark gets used as a substitute for testing. It is not a quality mark. It says nothing about concentration, character, longevity, cold throw or hot throw: two fragrances can carry the same stated candle rate and behave completely differently in the same wax. The table below maps the questions a candle maker actually has onto the document that answers each one.

How to ask, and what to file
There is a right way to ask for this, and it is not "do you have IFRA?" A useful request names the product, the size and the category, because the answer is specific to all three. Five steps, once per fragrance.
What you end up with is a one-page card per scent: stated notes, stated candle rate, stated flash point where the page publishes one, the discolouration line, your wax, your load, your wick, your cure window, and the date you last requested documentation. That card is also exactly what you want in front of you when a 1,000-candle order arrives and someone asks you to confirm the formula.
Three pages that publish the most
If you want to see what a well-documented listing looks like before you buy anything, these three are the clearest in the CSI range on this specific subject — each publishes a full ten-row maximum-usage table with a category footnote, a stated candle load band, a discolouration statement and a full note pyramid. None of them publishes a certificate number, because no CSI page does; all of them tell you where to go for the rest.
