A scented jar candle needs a wax that holds fragrance. CSI's highest stated loads are 13% (Chunks, CSI 468) and 10% (CSI 464) — but the ceiling is not the target.
What decides throw in a jar

Two limits, one jar: finding the load your wax and oil both allow
A stated fragrance load on a wax page is only half the answer. The oil has its own stated load, the two pages do not always measure on the same base, and the lower of the two numbers is the one that governs your jar.
Check what the percentage is a percentage of
Luxury Soy Wax Chunks state a maximum of 13% of wax weight. CSI's candle maths puts fragrance at 8% of total candle weight. Those are different bases. 13 g of oil to 100 g of wax makes a 113 g candle, and 13 ÷ 113 is about 11.5% of the finished candle. Going the other way, CSI's 8% of total is 8 g of oil to 92 g of wax, about 8.7% of wax weight. Before you compare waxes by their headline figures, put them on the same base.
The lower limit governs
Now check the oil. Sandalwood and Jasmine state up to 10% in soy. Lavender, Citrus Lemon and Dark Vanilla state 6–10% in candles. Cinnamon Vanilla states up to 13%. So if you pour Lavender into Chunks, the wax's 13% is irrelevant; the Lavender page stops you at 10%. Only an oil like Cinnamon Vanilla lets you approach the wax's upper figure, and even then, confirm whether each page means a share of wax or of total weight. All of these are formulation limits published as guidance, not regulatory limits.
What extra oil actually costs
In a 200 g candle at CSI's 8%, the oil is 16 g. At 10% of the total it is 20 g, a quarter more oil in every jar. With Dark Vanilla at ₹7,646.00 per kg, that quarter is not small. Raise the load only if a side-by-side burn shows the room genuinely smells stronger. If it does not, you are paying for oil the candle cannot use.
