Quick answers — read this first
Are all fragrance oils candle safe? No. An oil already diluted into a carrier for a diffuser, spray or skin product does not belong in wax, and an oil with no published candle percentage is unqualified rather than unsafe. Oils formulated and dosed for candles are the normal material for the job — 72 of CSI’s 92 oil pages publish a candle usage range.

What makes an oil unsuitable for candles? Four things: it is pre-diluted, it contains alcohol, no one will give you a candle rate as a share of wax weight, or it does something to the wax you cannot live with — usually a colour shift from vanillin. Everything else is a load, wick or cure problem.

Does an IFRA statement mean my candle is certified? No. Where a page states IFRA certification, that is a claim about the fragrance material assessed at stated rates. It travels with the oil, not with your finished candle. Ask for MSDS and IFRA documentation on WhatsApp if you are selling.

How do I test a bottle I am not sure about? Blotter first, then one 50 g jar at 6% against a control jar — ₹34.57 of wax and fragrance each. Check the surface at 72 hours for separation, then cure fourteen days and burn. Most bad bottles fail before you ever light them.

What it shows: the order the checks have to happen in, because each one is cheap and the next one is dearer. Questions one and two cost a message; question three costs a reading of two product pages; questions four and five cost a 50 g pour and a fortnight. Deliberately left out: any judgement of scent quality, any ranking of oils, and any suggestion that passing all five makes a finished candle safe to sell — that depends on your wax, wick, jar and burn test, not on the bottle.

Are all fragrance oils candle safe?
No, and the useful form of that answer is a sorting job rather than a warning. Four things genuinely disqualify a bottle. It has already been diluted into a carrier for a diffuser, a spray or a skin product, in which case most of what you pour is not fragrance and the carrier eats the allowance the wax has for liquid — up to 10% of total wax weight on CSI 464, up to 13% on Luxury Soy Wax Chunks. It is alcohol-based, in which case it boils out of a pot held at the 80–90°C add window, separates as the jar cools and reaches the wick as fuel. Nobody will give you a candle rate as a share of wax weight, which makes it unqualified rather than unsafe — a sourcing problem you can fix with one message. Or it does something to the wax you cannot live with, most often a colour shift: CSI publishes vanillin figures where they are known, 0% on British Rose and 2.5% on Cinnamon Vanilla, and a cream or amber tone in white wax is cosmetic but it can still disqualify an oil for a particular range. Everything outside those four is a load, wick or cure problem wearing a safety question’s clothes. The honest answer, and the three questions hiding inside it

“Candle safe” is not a property of a bottle. It is a property of a finished candle, and the bottle is only one of five things that decide it.

People type this question for three different reasons and they need three different answers, so it is worth separating them before anything else. Some are asking whether an oil they already own — bought for soap, for a diffuser, from a marketplace listing with no information on it — can legitimately go into wax. Some are asking whether fragrance oils as a category are safe to burn at all. And some are asking whether a specific bottle will make a good candle, which is a performance question wearing a safety question’s clothes.

Taking them in order. No, not every bottle sold as fragrance oil belongs in wax — some are already diluted into a carrier for a different job, and some are sold with no usage information at all, which makes them unqualified rather than dangerous. Yes, fragrance oils designed and dosed for candles are the normal material for the job; that is what the whole industry runs on, and CSI publishes a candle usage range on 72 of its 92 oil pages precisely so that you can dose them properly. And no, a “candle safe” label does not promise a good candle — throw, burn quality and appearance come from the combination of oil, load, wax, wick, jar and cure.

The one thing no supplier can do is certify your finished candle. CSI sells raw materials. Where an oil page states IFRA certification, that is a statement about the fragrance material assessed against those standards at stated rates — it is the page’s claim, it travels with the oil, and it does not transfer to the candle you make with it. Anyone who tells you otherwise is selling you something.

Nearly every oil on this page is fine in wax at 6% and a problem at 20%. The bottle rarely changes between those two sentences; the number does.

Six things sold as “fragrance oil” in India

Sort the bottle first. Almost every bad outcome starts with a bottle that was never a candle oil.

The phrase covers a lot of ground in the Indian market, and the differences are not visible through the glass. All six of these look like an amber bottle of scented liquid. Only two of them belong in a melter without further questions.

The honest column is the third one. Where this page says “commonly 10–25%”, that is general trade practice, not a CSI figure — nobody publishes the fragrance share of a finished blend or a finished perfume, and the only reliable way to know is to ask the person who made it. The row that costs Indian makers the most money is the last one, because it is the cheapest bottle on the listing page and the only one with no way to check anything.

You bought 500 g from a marketplace listing with a photograph, a price and no usage information. You now have a bottle whose candle percentage, flash point, vanillin content and even format are unknown, and no seller obliged to answer. It is not necessarily a bad oil — it may be excellent — but you cannot dose it, cannot plan a colour around it and cannot hand a customer any paperwork about it. Before you pour it into five kilos of wax, spend one 50 g jar finding out: ₹34.57 of wax and fragrance against a batch worth several thousand.

What actually makes an oil unsuitable for candles

Four real reasons, in the order they turn up in a workshop.

1. It is already diluted

This is the commonest genuine disqualification. If the fragrance has been dissolved into a carrier for a diffuser, a spray or a skin product, then most of what you pour is not fragrance, and the carrier is liquid the wax lattice has to hold on top of everything else. Soy sets by crystallising and that structure has a limit — which is exactly what a wax page means by up to 10% of total wax weight on Luxury Soy Wax CSI 464 or up to 13% on Luxury Soy Wax Chunks. Spend that allowance on carrier and you get a candle that is both weak and wet.

2. It contains alcohol

Alcohol boils at about 78°C, below the 80–90°C window CSI wax pages give for adding fragrance, so a large part of it leaves the pot immediately and takes the volatile top notes with it. What survives will not enter the crystal structure, so it separates as the jar cools. And a wick cannot decline what it is fed — it draws the pool up and burns it. If a liquid sprays, smells sharply of spirit on a blotter and dries in seconds, keep it away from the melter.

3. Nobody will tell you the candle percentage

This one is a sourcing problem rather than a chemistry problem, and it deserves the calmer word: the oil is unqualified, not unsafe. Without a percentage you have no starting point, no defensible ceiling and nothing to write in your production notes. A supplier who cannot produce a candle rate as a share of wax weight — in writing, not on a call — is asking you to do their testing at your own cost. That is a fair thing to decline.

4. You cannot live with what it does to the wax

Some perfectly good oils are wrong for a particular product. An oil with meaningful vanillin will tone white wax: CSI publishes 2.5% on Cinnamon Vanilla with a moderate discolouration note, 0.2% on Gardenia Tuberose with a minimal-risk note, and 0% on British Rose and Sandalwood, both described as safe for white wax. Yellowing is cosmetic — it changes the photograph, not the burn — but if you are shipping a white minimalist range for a wedding, it disqualifies the oil for that range and no test will change it. Similarly, where a published flash point sits close to the add window — 98°C on Gardenia Tuberose, 93°C on Palo Santo — add at the bottom of the 80–90°C band rather than the top. Flash point is a handling and storage figure, not a measure of strength.

You used the biggest percentage on the page because it looked like the strongest option. On most oil pages the largest number belongs to reed diffusers — commonly 10–30% of total diffuser base — and the candle figure is the small one. They are not alternatives. They are rates for different products, measured against different things, and the diffuser figure in a candle takes you three times past the wax manufacturer’s stated maximum. Read the row label before you read the number.

“Not published” is not the same as “not safe”

This is the section written against CSI’s own interest, so it is worth reading slowly.

Thin product pages are normal across this industry, including on some of CSI’s own. Of the 92 fragrance oils CSI lists, 72 pages publish a candle usage range, 58 publish a scent family or a note pyramid, 46 state IFRA certification, and 16 give a numeric flash point. That means there are pages where a figure you would like to have is simply not there. The Orchard Pear page does not publish a candle usage range; the Honeydew Melon page does not either. Both oils are in stock and both are bought regularly.

The right conclusion is narrow. A missing figure is a missing figure: it is not evidence of a problem, and it is not permission to invent one. What it means practically is that you have one extra step before you pour — message WhatsApp +91 7397976926 and ask for the candle rate and the flash point, and if you are selling, ask for the MSDS and IFRA documentation at the same time. It takes a minute and it converts an unqualified bottle into a qualified one.

One more thing worth saying plainly. A published number is not the same as a proven number in your workshop. Japanese Cherry Blossom publishes a range of 6–13%, which is unusually wide; that is not an invitation to pour 13% into a wax whose page says 10%. Whichever figure is lower — the wax grade’s stated maximum or the oil page’s range — is the one that governs, every time.

ASK IN WRITING, NOT ON A CALL
Whatever supplier you use, get the candle percentage and the flash point as a message you can screenshot, not as something said on the phone. Six months later, when a candle in a customer’s house behaves oddly and you are trying to reconstruct what you poured, the screenshot is the only part of that conversation that still exists. Keep it in the same folder as the GST invoice for that batch. This is five seconds of discipline that turns into your entire paper trail.
The cheap way to find out: a 15 gm trial is enough for three 50 g test jars at 8%. Eucalyptus Spearmint is ₹68.44 for 15 gm and its page publishes soy up to 10%, paraffin up to 6%, a 199°C flash point, 0% vanillin and an IFRA statement — a complete page, which is what a complete page looks like. British Rose at ₹94.40 for 15 gm publishes 192°C and 0% vanillin.

The two-minute check on an oil you already own

Six lines to look for, and — more usefully — what each one does not prove.

Reading a product page well is mostly about not over-reading it. Every line tells you one narrow thing, and the commonest mistake is to let a reassuring line answer a question it was never about. Work down this list with the page open and you will know within two minutes whether you can pour today or need to send a message first.

That last row is worth one more sentence because it causes more disappointment than any other. Several CSI oil pages give a cure of 24 to 48 hours, and as a statement of when a candle can first be lit it is fair. Soy throw keeps developing well past it — the Luxury Soy Wax Chunks page itself asks for a minimum of 48 hours and ideally one to two weeks, and 14–21 days by fragrance family is standard practice for soy container candles. A jar judged at day two is being judged before it is finished.

The oil smelled superb in the bottle and the cured candle smelled of almost nothing. Cold intensity in a bottle rewards volatility — whatever evaporates fastest wins at the neck of the bottle, and that is close to the opposite of what a melt pool rewards. This is not a safety problem and usually not an oil problem: the four common causes are a load below the oil’s published range, a wick too small for the jar diameter, a cure cut short, and a room far larger than the candle was sized for. Change one of those at a time, not all four.

The cheap screen that rules a bottle out before a full test

Four steps. The first three cost under fifty rupees and take a day, and most bad bottles fail there.

Blotter and bottle, five minutes. Put two drops on paper and smell it at one minute and at thirty. If the paper dries almost instantly and smells sharply of spirit, you are holding something alcohol-based and the exercise is over. If the paper stays oily and the scent is still there at thirty minutes, it is behaving like a fragrance concentrate. Tilt the bottle too: a neat oil is usually a clear, consistent liquid with no separation layer sitting at the top or bottom.

Fifty grams of wax, three grams of oil, one jar. Six per cent is the bottom of the range most CSI soy oils publish, so it is the fair first attempt. Melt 50 g, add the fragrance at 80–90°C with a Pen Thermometer at ₹354.00 rather than by eye, stir slowly for two full minutes, pour at 75–80°C. With British Rose as the reference that jar is ₹34.57. Pour a second identical jar with an oil you already trust — the pair costs ₹69.15 and turns an impression into a comparison.

Look at the surface at 1 hour, 24 hours and 72 hours. You are not smelling yet; you are looking. A film of oil, beads round the wick, greasy patches, a tacky surface that never sets matt, or a jar that has failed to bond to the glass all mean the oil is not staying inside the wax, and no cure fixes that. Drop two percentage points and pour again, or stop here. In a 38–42°C workshop in Delhi or Nagpur, do this check at the coolest hour so you are reading the wax and not the room.

Only now is it worth fourteen days. If the surface is clean at 72 hours, cure both jars fourteen days, then burn them two hours each on separate days in the same closed room. Watch for soot on the glass, a flame that will not settle, and whether the pool reaches the edge. Judge the scent in the second hour, because that is the hour your customer experiences. A candle that passes all of this is a qualified recipe — wax, wick, jar, oil and percentage together — and changing any one of the five means testing again.

The arithmetic behind doing this is not sentimental. A full 200 g candle made properly in CSI 464 with British Rose at 8% and an Eco Candle Wick Thin (C1) costs ₹156.47 in materials before jar, label and box. A five-kilo batch is twenty-five of those. Spending ₹69.15 and a fortnight to protect that is the best-value decision in a candle business, and it is the one most often skipped in the four weeks before Diwali — which in 2026 falls on 8 November 2026, so the pour-by date for a 14–21 day cure plus transit is around mid-October. Screen your new oils in September.

What you are actually risking, ranked

Most of what people fear is rare. Most of what actually happens is boring, cosmetic and caused by a number.

It is worth being proportionate. The realistic consequences of getting this wrong, in rough order of how often they turn up, are: a candle that smells weaker than the bottle promised; a surface that sweats or pits; a white wax that tones cream or amber over a few weeks; soot on the glass and a mushrooming wick; a flame that will not settle at a steady height; and a jar that tunnels because the pool never reaches the edge. Five of those six are load, wick and cure problems rather than oil-identity problems, and all six are visible in a single test jar before a single customer sees them.

Buying in India without a paper trail

The material risk in this market is not exotic chemistry. It is an untraceable bottle and a hot van.

Three practical things separate a supply you can build a business on from one you cannot. The first is documentation you can actually obtain: a GST invoice for every purchase, and MSDS and IFRA documentation on request. CSI supplies all three on WhatsApp at +91 7397976926, and any supplier you use should be able to do the same. If you are selling through a marketplace or to a corporate gifting buyer, expect to be asked for the second and third of those at some point, usually with a short deadline.

The second is storage, which in India does more damage than most people credit. An unairconditioned workshop shelf in May can sit above 40°C, and heat and light cost you top notes on every bottle you own. Keep oils capped tightly, upright, out of direct sunlight and away from the window; decant into a small working bottle so the kilo is not opened forty times. During the monsoon, keep the caps clean and dry — condensation into a part-used bottle is a slow, invisible way of diluting your own stock. The same logic applies to wax: the CSI 464 page states a shelf life of 60 months in cool, dry storage, away from sunlight and moisture.

The third is being honest about cost. CSI is not the cheapest way to buy a bottle of scented liquid, and two of its public reviews criticise delivery charges. The counter-argument is only worth making on the specifics: a published percentage, a published flash point where one exists, a batch you can re-order and documents you can forward to a buyer are what you are paying the difference for. If those things do not matter for what you make — a handful of candles for family at Diwali — then the cheapest bottle that smells nice is a perfectly rational purchase, and this page is not trying to talk you out of it.

You changed suppliers mid-range and kept the same recipe. Two oils with the same name from two suppliers are two different formulations, with different percentages, different flash points and different vanillin. A recipe is wax plus wick plus jar plus oil plus percentage plus cure, and swapping any one element makes it a new recipe that has not been tested. Re-run the 50 g screen and the fourteen-day burn before the new bottle touches a production batch, even if the label says exactly what the old one said.

Is fragrance oil safe to burn in a candle at all?
Fragrance oils formulated and dosed for candles are the standard material the trade runs on, and CSI publishes a candle usage range on 72 of its 92 oil pages so they can be dosed properly. What CSI will not do is certify your finished candle: that depends on your wax, wick, jar, load and your own burn test. No health or toxicity claim is made on this page for any oil.
My oil page has no flash point. Should I avoid it?
No. Only 16 of 92 CSI pages carry a numeric flash point, and a missing figure is a missing figure rather than a warning. Ask on WhatsApp for it; meanwhile add the fragrance at the lower end of the 80–90°C window, which is where you would add a low-flash-point oil such as Palo Santo at 93°C anyway.
The oil page says 13% but my wax page says 10%. Which do I use?
Ten. Whichever figure is lower — the wax grade’s stated maximum or the oil page’s range — governs, and the wax manufacturer’s figure is a statement about how much liquid the set wax will hold. Japanese Cherry Blossom publishes 6–13%; in CSI 464 the working ceiling is still 10%.
Can I use an oil sold for wax melts in a candle?
Usually yes, because it is the same concentrate — but not at the melt percentage. Melt rates are commonly 10–15% of total wax weight because there is no wick; a candle has one, so use the candle line on the page and the wax page ceiling, whichever is lower.
How can I tell a pre-diluted oil from a neat one without asking?
Two quick signals. A neat oil is sold by weight and dosed in single-digit percentages; a blend is usually sold by volume and described as a refill, ready to use, or a base. On a blotter, neat concentrate stays oily and scented at thirty minutes, while an alcohol-based liquid dries in seconds and smells of spirit. Neither is conclusive — ask the supplier.
Does a more expensive fragrance oil make a safer candle?
No. Price tracks raw materials and brand, not suitability, and a ₹49.09 fragrance line in a 200 g candle is not a worse candle than one costing four times that. What makes a candle behave is the load against the lower of the two published ceilings, a wick sized by test burn, and 14–21 days of cure.
