Tier 2: one cycle of your fastest-selling scents. Tier 3: one sealed bottle of each slow scent, not a cycle. Tier 4: safety stock on tier 1, cheapest protection first (wicks cost almost nothing to over-hold, wax and jars cost more). Tier 5: bulk, and only where the listed price per unit genuinely drops. In a worked month of 300 candles with ₹60,000 of example cash, tiers 1 to 4 cost ₹59,031.24, leaving ₹968.76. The only real bulk saving in that order is the jars: 200 ml Salsa jars cost ₹29.50 each in 50-packs against ₹40.12 in 5-packs, saving ₹3,186.00, so the 50-pack belongs in tier 1. A second month of CSI 464 wax (₹22,833.00) stays last, because at ₹507.40 a kilo at every size it buys no lower rate. Kilos of slow scents never make the list.

Six tests for every material

When cash is short, the question is not what is cheapest. It is what hurts most to be without.

Every material in a candle business answers six questions differently. Run each one through them and the priority order more or less writes itself. The answers below are for the example business and CSI's listed prices; your own catalogue may shift a line or two, but the tests stay the same.

Two patterns stand out. First, the three shared materials, wax, wicks and jars, pass the "stops production" test together. Running out of any of them idles the whole business. They must be funded first, and to the same number of candles, because 45 kg of wax is useless without wicks. Second, fast and slow scents are completely different purchases. A fast scent is close to a shared material; a slow scent is a small bet that should never be allowed to eat cash meant for the other four.

The protection-per-rupee test matters most in tier 4. A rupee spent on extra wicks buys a lot of safety, because wicks are ₹5.90 each and small. A rupee spent on extra jars buys less, because they cost five times as much each and take up space. A rupee spent on extra wax sits in the middle. So when you add safety stock with limited cash, you add it in that order.

Separate "cycle" from "bulk" in your head
Buying next month's wax is not bulk buying, it is buying the cycle. Bulk buying is anything beyond the cycle and its safety stock. Most cash problems come from treating the two as one decision.

A real price break can move a purchase up. If the pack you would buy anyway for tier 1 happens to carry a break, as the Salsa jar's 50-pack does at 300 jars, take it inside tier 1, because it costs no extra cash beyond the cycle and saves money. What a price break cannot do is justify buying months ahead on its own. The CSI principle
Fund production before protection, and protection before bulk.
A month you cannot pour is lost for good. A buffer protects that month. A bulk saving is nice to have. When the cash runs out partway down the list, you want it to run out on the nice-to-have.

A ₹60,000 month, funded tier by tier

The example business plans 300 candles next month and has ₹60,000 of example cash for materials. Its candle is poured in a 200 ml Salsa Glass Jar. CSI does not publish that jar's fill weight, so this example assumes your jar holds 160 g: weigh your own. At an 8% load that is 12.8 g of oil and 147.2 g of Luxury Soy Wax CSI 464, rated up to 10% by the wax maker. Each candle takes one Eco Thin C1 wick. Four A scents carry 85% of candles; four slow scents share the rest.

Tiers 1 to 4 fit, with ₹968.76 left. That leftover is not an invitation to buy a second month of wax. Tier 5 would cost ₹22,833.00, more than the cash left, and on CSI 464 it would buy no lower rate. The leftover is better kept for what a growing business actually runs short of: a surprise corporate order, a new jar test, a delayed payout. Notice what the cheapest pack mix does. Mango Coconut is bought in 500 g packs at ₹3.96 a gram, the same rate as its kilo and 20.7% below its 100 g, so the larger pack is both the cycle and a saving. British Rose goes to the 1 kg: at ₹3,068.00 it costs less than 960 g built from 500 g and 100 g bottles. Lavender and Sandalwood are priced almost flat above 100 g, so their mixes stay close to what the month needs. None of them buys a second month. Material cost per candle in this example comes to about ₹166.10 (wax, oil at the A-scent average, wick and jar), before labour, packaging, freight and GST.

The order that runs out of cash on the wrong line. A common alternative is to buy several months of wax "because every candle needs it" before anything else. Three months of wax for this business is ₹68,499.00, more than the whole ₹60,000. What waits, and for how long

Some purchases should never be made with scarce cash, and some should simply wait a month. The difference is whether they will ever pay back.

Never on scarce cash: kilos of slow scents (they lock up months or years of stock, as My Candle Business Uses 20 Different Fragrance Oils — How Do I Set Separate Reorder Levels for Fast-Selling and Slow-Selling Scents? shows); jars you have not tested with your wax and wick; extra months of flat-priced wax or oil; anything bought for a product you have not launched yet. These are the purchases that turn into dead stock.

Waiting a month costs nothing on a flat-priced line; the price will be the same next month, and you will know more.

Revisit when cash improves: safety stock at a higher service level, tier 5 buys with real savings, and consolidating orders to reduce per-order charges.
