Put the three options on one calendar
Substitution, partial production and waiting sound like three strategies. In practice they are three schedules, and the lowest-risk one is the one that still meets the delivery date when its biggest unknown goes the wrong way. So the first step is arithmetic, not judgement. The inputs below are the reader's example figures — the customer needs delivery by Tuesday 3 November 2026, five days before Diwali; you can pour 250 candles a day; candles cure 7 days before dispatch (a working checkpoint); transit is 3 days. Replace every one with yours; the method does not change.

Three facts fall out. Waiting with the whole order needs the approved oil on your bench by 4 Oct — less than a week away, and CSI publishes no restock dates, so that is a date you cannot plan on without asking. Pouring the 1,785 candles you can cover right now moves the waiting deadline to 11 Oct. And a substitution cannot even be decided before 10 Oct on the shortest defensible checkpoint. Everything else on this page is those three dates played against each other.

Option C is the only schedule that survives both unknowns. It starts the approved product now, so 35.7% of the order is safe whatever happens. It starts the substitute screen now too, as insurance, so a qualified alternative exists by 10 Oct — one day before the waiting deadline of 11 Oct. If the approved oil arrives in time, the insurance is simply not used; if it does not, the remainder switches to the substitute with 1 day of slack. That slack is thin, and the page will not pretend otherwise: it depends on a 7-day checkpoint, which makes it a conditional release with longer-term results recorded as watch items (the discontinuation file shows how).
What the customer must agree to — before you pour
Two things in option C change what the customer receives: delivery in two tranches, and possibly a different scent in the second. Neither should be a surprise on delivery day. Put both to the customer now, in writing, with the dates from the calendar above. Many corporate buyers will accept a split delivery happily if the first tranche arrives early; fewer will accept an unannounced scent change. If the customer refuses a substitute scent outright, option C reduces to “partial now, wait for the rest”, and the waiting deadline of 11 Oct becomes the date to escalate.
The two candidates in the example — Gardenia Fragrance Oil and Jasmine Fragrance Oil — are chosen because they are other white-floral listings that are in stock, not because either smells like the original. CSI publishes no composition data for any oil and describes no oil as a replacement for another. The customer should smell the finished test candles, not a bottle, and choose. The first row is the quiet strength of partial production: candles poured from approved lots on the approved spec carry every earlier result. The second row is what “waiting” really costs even when it works — a new delivery is a new lot, and CSI publishes no lot-to-lot consistency, so it gets a gate candle beside a retained sample. The last row is the price of the thin slack: results that would normally come before release are recorded as dated watch items instead. Safety acceptance is comparative: CSI publishes no numeric flame-height or jar-temperature limit, so a substitute passes only if it is no worse than the approved control on every safety line, within your jar supplier's guidance and the recognised candle fire-safety standard you work to (ASTM F2417 is a commonly cited one). A deadline never justifies a hotter jar.
The priced insurance kit and the tranche-2 oil
Nine screen candles need 50.4 g of each candidate oil (three candles at 16.8 g with a 5% allowance) and 1,738.8 g of the approved wax. The controls use the approved oil in hand, so it is not priced.

If a substitute is needed for tranche 2, it needs 54.01 kg of oil. At listed packs that is 55 × 1 kg bottles of Gardenia (₹2,38,260.00) — at that quantity, ask for a quote on WhatsApp rather than buying listed bottles; no volume discount figure is published. Per candle, the listed oil costs are close: ₹71.36 for Rajnigandha at its listed (out-of-stock) 1 kg price, ₹69.31 for Gardenia and ₹62.77 for Jasmine. On this order, the choice is about scent and time, not rupees.
