Quick answers — read this first
What makes an oil suitable for candles? Five things, and only the first belongs to the oil alone: the page states candles among its applications; it dissolves and stays dissolved at your load; your wax's ceiling covers the load you need; it does not wreck the look of your wax; and it burns acceptably in your jar on your wick.

Is "candle-safe" a property of the bottle? No. 85 of CSI's 107 fragrance-oil pages name candles in their stated applications — and the same pages give different maximums for soy and paraffin, which is the clearest possible proof that the answer depends on what you pour it into.

Whose number wins? The lower of the oil's and the wax's. At 10% a 200 g candle carries 20 g of oil; at 6% it carries 12 g. On Cinnamon that is ₹118 against ₹70.80 a candle.

What settles it? A cured burn test in your own jar. Nothing on a page — ours included — can do that part for you.
The short answer
Read the stated applications first. It is the one sentence that tells you what the supplier intends the oil for, and 91 of 107 CSI pages have one. Sixteen do not, and that gap is a question for WhatsApp, not an assumption.
Then read both load figures. The oil's candle percentage and the wax's ceiling are different claims. Take the lower, convert it to grams, and weigh it.
Then look at the wax you are actually using. A paraffin figure of 6% next to a soy figure of 10% on the same page is not a contradiction — it is the page telling you that suitability is conditional.

Four columns, and a question is only answered when all four agree. Most arguments about whether an oil is "candle-safe" are arguments conducted entirely inside the first column.
Straight answer
What actually makes a fragrance oil suitable for candle making?
Five conditions, and only one of them is a fact about the bottle. One: the supplier states candles among the applications — that is a statement of intent, and it is the first thing to read. Two: it dissolves in your wax at your load and stays dissolved, which is why an oil can be perfectly suitable at 8% and unsuitable at 13% in the same jar. Three: your wax's ceiling covers the load your throw needs, and the governing figure is the lower of the oil's and the wax's. Four: it does not spoil the look — vanillin-bearing oils brown pale wax, and 18 CSI pages publish a numeric vanillin content precisely so you can plan for that. Five: it burns acceptably in your vessel on your wick, which only a cured burn test can tell you. The reason this cannot be collapsed into a property of the oil is printed on CSI's own listings: 14 pages state "Up to 10% for soy wax" and "Up to 6% for paraffin wax" in the same sentence block. One bottle, two ceilings, both correct — because the second half of the claim is always a wax. Cinnamon is one of those 14, and states "Flashpoint: 193°C", "Vanillin Content: 0% (No risk of discoloration)" and applications "Ideal for container candles, pillar candles, and wax melts". Against Luxury Soy Wax Chunks, whose page allows up to 13%, the oil's 10% wins and a 200 g candle carries 20 g of oil and 180 g of wax. Get those five conditions written down for the specific product you are making and you have answered the question properly; ask it about a bottle in the abstract and it has no answer at all.
One line: no oil is suitable for candles in general — an oil is suitable for this candle, at this load, in this jar, and the page can only answer three of those five parts.
The cheapest way to test a pairing is a small pack. Cinnamon from ₹106.20 for 15 g states both wax figures and 0% vanillin, and Luxury Soy Wax Chunks from ₹299 for 500 g publishes the ceiling, the add band and the cure the oil has to work inside.

Five conditions, and who owns each

The useful question is never "is this oil suitable". It is "which of the five conditions am I still missing, and who can answer it".

Suitability gets argued about as though it were one fact. It is five, they have different owners, and three of them are already published. Work down this table and you will know within a minute whether your remaining doubt is a reading problem, a question for us, or a fortnight of curing.

Notice how the ownership splits. Conditions 1, 3 and 4 are reading: they cost four minutes and are free. Condition 2 costs one small batch. Condition 5 costs a fortnight and cannot be shortened, bought or delegated — which is why this page ends with a worksheet rather than a verdict. The mistake: treating a strong smell in the bottle as evidence of suitability. It is evidence of concentration in air above a liquid, sampled at room temperature, with your nose 10 cm away. A candle presents the same materials from a warm pool a few metres away, diluted into 180 g of wax. The two situations have almost nothing in common, and the oils that win the first test are frequently the ones that disappoint in the second. Judge from the page and the jar, never from the cap.

One oil, two ceilings

This is the evidence that settles the whole argument, and it comes from CSI's own listings rather than from us. Fourteen fragrance-oil pages state two different maximum loads for the same bottle, one for soy and one for paraffin, in the same block of text. If suitability were a property of the oil, that sentence could not exist.

The same pair of figures also appears on British Rose, Eucalyptus Spearmint, Gardenia, Jasmine, Neroli, Sage and Cedarwood, Sandalwood, Verbena, Vetiver and Zesty Lemon. Another 20 pages state a single candle figure of 6–10%, and 26 state "Recommended load - candles 7-10% (start at 7%)".
Priced above: a 200 g candle at 10% takes 20 g of oil, at 6% it takes 12 g. Per-gram rates from the listed 100 g packs — Cinnamon ₹590 ÷ 100 = ₹5.90/g, so 20 g = ₹118 and 12 g = ₹70.80; Vanilla Bean ₹790 (₹7.90/g) → ₹158 and ₹94.80; Palo Santo ₹601.80 (₹6.018/g) → ₹120.36 and ₹72.22; Ylang Ylang ₹590 (₹5.90/g) → ₹118 and ₹70.80. Across 100 candles the soy-versus-paraffin difference is ₹4,720 on Cinnamon and ₹6,320 on Vanilla Bean. Load convention: a share of the finished candle, so 200 g at 10% = 180 g wax + 20 g oil. Several wax pages phrase their own load "of total wax weight" — a different basis, worth a line in your notes when you compare figures with another maker.

Read the paraffin figure carefully before you dismiss it as somebody else's problem. CSI lists two paraffins and neither page states a fragrance load at allSemi Refined Paraffin gives "Melting Point: 80–90°C" and "Oil Content: 6–10%" and stops there. So on paraffin the only load figure you have is the oil's, which makes that 6% the governing number rather than a suggestion. This is the cleanest example in the catalogue of a rule that runs through the whole series: you take the figure from whichever page actually publishes one, and you never invent the other.

What "behaves in wax" means in grams

Condition two gets described in vague language — "it plays nicely", "it blends well" — when it is really about a quantity. Wax holds a certain amount of oil in solution and no more, so every load decision is a solubility decision, and the grams are easy to write down.

The commercially painful row is the first one. A maker reads "up to 13%" on the wax, pours 26 g of an oil whose own page says 10%, and has 6 g of surplus in every jar. That surplus does not throw six grams harder — it looks for a surface. Across 100 candles it is 600 g of oil, about ₹3,540 of Cinnamon, bought in order to create a film on top and sweating in the first warm week.

The two-minute test that answers condition two
You do not need a cured candle to know whether an oil dissolves at your load. Melt 100 g of your wax, bring it to the page's stated add temperature, weigh in the oil at your load — 10 g for 10% of the finished 100 g, using 90 g of wax — stir the stated two minutes with the lid on, and look at it against the light. A fully dissolved melt is clear and uniform; streaks, cloudiness that will not stir out, or droplets riding the surface mean you are over the practical limit for that pairing at that temperature. Pour it into one jar anyway and wipe the top at 24 and 72 hours. Two wipes and a look answer condition two for about ₹112.91 of wax and oil — 90 g of Chunks at ₹53.91 plus 10 g of Cinnamon at ₹59.

Appearance is a suitability question too

An oil that throws beautifully and turns your ivory candle biscuit-brown is not suitable for an ivory candle. It may be perfectly suitable for an amber jar or a dyed wax, which is the point: appearance is part of the pairing, and CSI pages are unusually forthcoming about it. Sixty-one of the 107 pages carry a vanillin or discolouration statement, and 18 publish a number.

"The page says 0% vanillin, so my wax cannot discolour." Vanillin is the best-documented cause of browning, not the only one, and the statement describes the oil rather than your batch. Undyed soy also yellows with light and age on its own. The honest reading is: 0% vanillin removes the single most likely cause; it does not promise anything about your finished candle. Pour one jar of your actual wax at your actual load, keep it beside a window, and look at it at day 14 and day 30. That is a colour test, and it costs one jar.

Suitable for a jar is not suitable for a pillar

The stated applications line is doing more work than most makers give it credit for. It names formats, and formats change everything downstream.

Read what the pages actually say. Cinnamon: "Ideal for container candles, pillar candles, and wax melts." Palo Santo: "Ideal for container candles, luxury jar candles, and meditation-inspired candles", with a wick note — "Eco wicks or wooden wicks for an even, clean burn". Woody Oud: "Works across all formats - candles (6-10%), wax melts (10-15%), reed diffusers, room sprays, and body products." Those are not interchangeable sentences. A container figure does not transfer to a pillar, where the wax must hold its own shape and CSI's Soy Pillar Wax states no load at all; a wax-melt figure of 10–15% belongs to a product that is never lit.

So the format question adds three practical checks to your pairing. Does the applications line name your format? Does your wax suit that format? Does the load figure you are using belong to that format? Getting the third one wrong is common and expensive: a 12% load lifted from a wax-melt line into a lit container candle is not a bold choice, it is a different product's number.

The CSI principle
Suitability is a sentence with four nouns in it: this oil, in that wax, at this load, in that jar. Delete any noun and the sentence stops being true or false.
Which is why we publish stated applications and stated ceilings per product and refuse to say "all our oils are suitable for candles". Some pages say nothing about candles at all, and pretending otherwise would cost you a batch, not us.

Not a ranking. Three pages that answer the five conditions differently, so you can see what a complete answer, a conditional answer and a cross-format answer look like. Per-candle figures use a 200 g candle at 10%: 180 g of wax and 20 g of oil.

Its page states "Flashpoint: 93°C" — one of only three measured values in the range below 100°C — alongside applications that are explicitly candle-first: "Ideal for container candles, luxury jar candles, and meditation-inspired candles", a load of "Up to 10% for soy wax" and "Up to 6% for paraffin wax", "Vanillin Content: 0% (No risk of discoloration)", compatibility "with soy, paraffin, coconut, and blended waxes", and "Eco wicks or wooden wicks for an even, clean burn". Suitable for candles and worth adding at the lower end of your wax's band: the figure does not disqualify the oil, it informs your handling. No flash point is published, so ask for the SDS if you need that figure. Why trust this guide

What makes a fragrance oil suitable for candle making?

Can I use the same fragrance percentage in soy and paraffin?
Not according to the pages. Fourteen CSI oil listings state "Up to 10% for soy wax" and "Up to 6% for paraffin wax" on the same product, and several more state 6–10% for soy against 6–8% for paraffin. On a 200 g candle that is 20 g versus 12 g of oil. CSI's paraffins publish no load figure of their own, so the oil's paraffin percentage is the governing number — not a soy figure carried across.
Does a high flash point make an oil more suitable for candles?
No. A flash point is a handling and transport classification, not a quality score or a suitability test. Palo Santo states 93°C and its page is explicitly candle-first; Eucalyptus Spearmint states 199°C and is almost entirely a bright opening. The product page doesn't mention candles. Can I still use it?
Ask before you formulate. Sixteen of CSI's 107 fragrance-oil pages state no applications at all and 22 do not name candles, and the honest position is that nobody has stated an intended use for candles on those listings. Will an oil rated to 10% work at 13% in a wax that allows 13%?
Two ceilings do not average and they do not add. The lower one governs, so an oil stating 10% stays at 10% however much the wax can hold. Going to 13% puts 6 g of surplus oil in every 200 g candle — 600 g across 100 candles, about ₹3,540 of Cinnamon — and surplus oil does not throw harder, it migrates to a surface. If you want a higher load, buy an oil whose own page states it.
Does an oil suitable for wax melts work in a lit candle?
Often yes, but never at the wax-melt number. CSI pages commonly state 10–15% for wax melts against 6–10% for candles, because a melt is warmed on a burner and never carries a flame. Lifting 12–15% into a lit container candle is not ambition, it is a different product's figure, and the usual result is oil on the surface and a wick that struggles. Use the candle line on the page, and re-test whenever you change format.
