There is no chemical border between the two. The difference that matters to you is written on the product page: what the supplier states the oil is for, at what percentage, and in which base. On CSI's perfume-grade pages that sentence reads 7–10% in candles and 15–25% in perfume — one oil, two very different jobs.

Quick answers — read this first
Is perfume oil the same thing as candle fragrance oil? Both are blends of aroma materials. Neither CSI nor any other supplier publishes the formula, so you cannot tell them apart by reading an ingredient list — there isn't one on the page. What separates them commercially is the stated application and the stated use rate.

What does the page actually tell me? On CSI's candle-led oils you get a wax-specific number — 6–10% for soy, up to 6% for paraffin on several pages. On the perfume-grade oils you get a whole table: candles 10%, EDP/EDT 20%, extrait 25%, cold-process soap 5%, room spray 5%, reed diffusers 25%.

Why do the perfume-grade pages say "flash point > 93°C"? Because that is a threshold used for alcohol-based products, not a measurement of that oil. It appears on 32 CSI fragrance pages. Only 18 pages publish an actual measured value.

Which should I buy for a candle? Either, if the page states a candle load — then burn test. A perfume-grade oil is not automatically stronger in wax, and on one CSI scent the perfume-grade listing is ₹3,843 per kg against ₹3,999 for the candle-led one.
The short answer
The difference is stated use, not chemistry: "perfume oil" describes an oil specified for alcohol and solid-perfume bases at 15–25%; "candle fragrance oil" describes one specified for wax at 6–10%. Many CSI oils are specified for both, on the same page.
Read three lines before you buy: the applications list, the candle percentage, and the flash-point line. If the applications list does not mention candles, treat the oil as unproven in wax until you have burned one.
Never read "> 93°C" as a flash point. It is the perfume-grade template line about alcohol-based products. For a real number you need the 18 pages that publish one, or the SDS on request.

These eight rows come from the maximum-usage-rate table that appears on 32 CSI fragrance-oil pages. The candle row is the fifth-highest number on the list, which is the single most useful fact in this comparison: a perfume-grade oil is not a "stronger" oil, it is an oil documented across more product categories — and in a candle it still lives at 10%.
Straight answer
What is the difference between candle fragrance oil and perfume oil — and does it matter for my candles?
The difference is documentation, not chemistry. Both are blends of aroma materials; no CSI page publishes a formula, a CAS list or an ingredient breakdown, so you cannot separate them by composition from the outside. What you can read is the stated use. CSI's candle-led oils — Lavender, Citrus Lemon, Sandalwood — state a wax-specific figure, typically 6–10% for soy and up to 6% for paraffin, plus wax-melt, diffuser and room-spray rates. The perfume-grade listings in the Fine Perfume Fragrances collection state a full category table: candles 10%, EDP/EDT 20%, extrait 25%, solid perfume 15%, cold-process soap 5%, room spray 5%, reed diffusers 25%, with the instruction to start candles at 7%. So the practical answer for a candle maker is: a perfume-grade oil is usable in wax when its page says so, at 7–10%, and it is not a shortcut to a stronger candle. It is also not automatically dearer — on Pomegranate Splash the perfume-grade listing is ₹3,843 per kg against ₹3,999 for the candle-led one, while Orange no.3 at ₹8,032 per kg is nearly three times Citrus Lemon at ₹2,832. Decide on the stated candle line, the note structure and your own burn test — never on the word "perfume".
One line: perfume oil and candle fragrance oil are separated by the sentence on the page, not by the liquid in the bottle — buy the one whose page states a candle load, and prove it in wax.

What is actually in the bottle

Everyone wants this to be a chemistry question. It is a labelling question, and that is better news than it sounds.

Start by deleting the idea that "perfume oil" is a regulated grade you can look up. It is not. The trade uses it loosely to mean a concentrated blend of aroma materials meant to be diluted in a carrier — alcohol for a spray, a balm base for a solid perfume. "Candle fragrance oil" means, just as loosely, a blend meant to be dissolved in molten wax. The same aroma chemicals and naturals appear in both: a vanillin or a musk does not change identity because the bottle it lands in is headed for a jar rather than a sprayer.

So if the liquids overlap, what separates them? Three things, all information rather than substance. The concentration and carrier: perfume-grade oils are sold as a finished accord meant to be let down to 15–25% in a base, which is why the CSI perfume-grade pages give an extrait figure at all. The solubility target: a blend built for alcohol is composed to stay clear in ethanol, a blend built for wax to stay in solution in a fat at room temperature. And the stated application list — the only one of the three you can actually check from outside.

The mistake: reading "perfume-grade" as "stronger in wax". Perfume grade describes the range of bases the supplier has documented the oil for, not how much of it reaches your customer's living room. Hot throw is decided by the melt pool, the cure and the wax as much as by the oil — the ranked argument is in how to make candles smell strong without exceeding the safe fragrance load. A perfume-grade oil poured at 7% into an under-wicked jar and burned on day three will lose a blind test to a ₹300 candle oil at 8%, cured properly.

One caveat before the tables. CSI publishes no ingredient list, no CAS numbers and no lab data for any oil in the range, and no page in the range states a shelf life or a storage specification. Only two of 107 fragrance pages mention a Safety Data Sheet at all. That gap is not something to paper over with guesses — it is the reason the practical route on any specification question is to ask for the document, which CSI handles on WhatsApp at +91 7397976926.

The two usage tables, side by side

This is the comparison that decides purchases: the shape of a candle-led CSI page against the shape of a perfume-grade one. Every figure is quoted from the pages themselves — where a page states nothing, the table says so rather than borrowing a number from a similar scent.

The division of labour is obvious. The candle-led page is written for a wax pourer — a soy figure, a paraffin figure, a wax-melt figure and a cure window, which are the four things you need before you weigh anything. The perfume-grade page is written for a formulator who might make an EDP on Monday and a candle on Thursday: it gives breadth, and hands the candle maker one conservative instruction — start at 7%.

"Start at 7%" is a genuinely useful sentence
It is the only place in the CSI range where a fragrance page tells you where to begin rather than where to stop. Take it literally on a first pour of any perfume-grade oil, then work up in 1% steps while your wax's own ceiling still has room — up to 10% on Luxury Soy Wax CSI 464, up to 13% on Luxury Soy Wax Chunks and Premium Coconut Soy CSI 468. Those wax figures are formulation limits set by the wax, not by the oil, and they are not regulatory limits. The "> 93°C" line, explained properly

Browse the perfume-grade listings and you will meet this sentence: "Flash point > 93°C (suitable for alcohol-based products)". In that form or a close variant it appears on 32 of CSI's 107 fragrance-oil pages, and it is the most misread line in the catalogue.

Flash point is a laboratory figure: the lowest temperature at which a liquid gives off enough vapour to form an ignitable mixture with air under defined test conditions. It is used for classification, handling and transport. A statement that it is above 93°C is therefore a threshold, not a measurement — the oil sits above a line that matters in an alcohol base, and nothing more. It does not tell you whether the number is 94°C or 200°C, and treating it as a measurement is how a maker ends up with an arbitrary add temperature.

Do not convert a threshold into a number. There is no honest way to turn "> 93°C" into a working figure, and there is no way to borrow one from a similar scent — the measured values published across the CSI range run from 85°C on Neroli to 206°C on Vetiver, a spread of 121°C across oils that all sit in the same catalogue. If you need the number for a specific oil, request the SDS figure on WhatsApp. If you need an add temperature today, use the one on your wax page: 80–90°C for Luxury Soy Wax Chunks, 85°C with a two-minute stir for Eco Soy CSI 400, 58–60°C pour for Premium Coconut Soy CSI 468. The wider lesson: perfume-grade pages tend to publish a threshold, candle-led pages are where the measured values live. Of the 18 CSI pages stating an actual figure, most are single-note candle oils — Sandalwood 203°C, Vetiver 206°C, Jasmine 185°C, Vanilla Bean 203°C, Gardenia 98°C with an instruction to add below that temperature. If a measured flash point belongs in your production record, favour a page that publishes one and ask for the document when it does not. Never publish one you inferred. One scent, two listings, two prices

The clearest proof that this is a documentation difference is a scent CSI lists twice.

Two conclusions follow. Perfume-grade does not mean dearer: the perfume-grade kilo is ₹156 cheaper, and because its page tells you to start lower, the fragrance cost inside a 200 g candle falls from ₹63.98 to ₹53.80 — ₹10.18 per candle, ₹1,018 across a hundred. And perfume-grade does not mean safer for your colour: the candle-led page claims minimal discolouration risk and no vanillin, while the perfume-grade page warns of low-to-moderate discolouration. Pouring into white or cream wax, that line is worth more than the price gap — see which fragrances are least likely to discolour white wax.

Check which listing you are on before you reorder. Where a scent name appears twice, the two products have different handles, pack ladders and stated loads — and one may be in stock while the other is not. Bookmark the URL you tested on, put the handle in the batch record, and never reorder from a search result. A recipe proved at 8% on one listing is not a recipe at 8% on the other.

What each costs inside a candle

Price per kilo is the wrong unit for this decision. The right unit is rupees of fragrance inside one finished candle, at the load the page tells you to use. Figures below assume a 200 g candle and 1 kg pricing, with this series' convention: load is a share of the finished candle, so 200 g at 8% is 184 g of wax and 16 g of oil. Several CSI pages phrase their percentage as a share of total wax weight instead — a real difference, so keep one convention and write it on the recipe card.

Worked out above: fragrance cost = 1 kg price ÷ 1,000 × grams of oil. 14 g at 7%, 16 g at 8%, 20 g at 10% of a 200 g candle. Example: Orange no.3 ₹8,032 ÷ 1,000 = ₹8.032 per gram; × 14 g = ₹112.45; × 20 g = ₹160.64, so moving that one oil from 7% to 10% adds ₹48.19 per candle — ₹4,819 across a hundred candles. Wax is separate: 184 g of Luxury Soy Wax Chunks at ₹599 per kg is ₹110.22 per candle.

The spread is the headline. The cheapest line puts ₹39.65 of fragrance in a candle; the dearest puts ₹165.88 — ₹126.23 on one unit, over ₹12,600 across a hundred. That gap is not a quality ranking, it is a composition cost, and neither the word "perfume" nor the word "candle" predicts which side of it an oil falls on. Price the oil into the product before you fall in love with the scent.

A cool-woody direction that reads as spa rather than temple, and the one perfume-grade oil in this set whose listed price genuinely falls with pack size: ₹5,980 per kg at 50g, ₹5,490 at 100g and ₹4,999 at 1kg. Its page states candles at 7–10% starting at 7%, perfume 15–25%, and applications covering "niche perfumes, spa and wellness products, solid colognes, candles, soaps, and reed diffusers". If you sell into salons and studios, this is the profile to test against a candle-led sandalwood — and the comparison method matters more than the shortlist, which is why it belongs in a controlled burn test.

The page states candles 7–10% starting at 7%, perfume 15–25% and applications across "fine perfumes, solid colognes, luxury grooming, candles, and reed diffusers". Put it in a candle only if the candle is priced for it — ₹112.45 of oil at 7% before wax, wick, jar or packaging. Its flash-point line is the > 93°C threshold, not a measurement.

One naming point. Some perfume-grade listings are described as designer- or retailer-inspired directions, and CSI's own pages state such an oil "is not affiliated with or identical to the original fragrance". This guide does not repeat the third-party brand names those pages reference, and neither should your labels — build the candle's story on the note structure the page publishes, not on somebody else's trademark. The CSI principle
A grade is a claim about paperwork. A candle is a claim about a room.
"Perfume-grade" tells you how widely the supplier has documented an oil. It does not tell you how it behaves in 184 grams of soy at the bottom of a 70 mm jar after fourteen days. Only your burn test tells you that, and it costs one afternoon and six jars to find out.

The decision, in four steps

Run this whenever you hold two candidate oils — one labelled for candles, one for perfume — and have to commit an order. One page of notes, about three weeks of calendar, most of it cure time you are not working through.

Read for a candle sentence, and copy it outOpen both product pages and look for one thing: a stated load for wax. Take the lower of the two ceilings — the wax's or the oil'sTwo independent numbers apply and you obey the smaller. If the oil page says up to 10% and your wax says up to 13%, you are at 10%. A 120 g jar at 8% is 110.4 g of wax and 9.6 g of oil, so six jars need 662.4 g of wax and two lots of 28.8 g of oil — comfortably inside a 1 kg wax pack and two 50 g bottles.

Judge at day 14, blind, and record the loser tooCure with lids on, in a closed carton, away from sunlight — the Luxury Soy Wax Chunks page asks for a minimum of 48 hours, ideally one to two weeks; this series works to 14–21 days for soy containers. Then have someone hand you the jars unlabelled and score cold throw, minutes to a full melt pool, hot throw at 30 and 120 minutes, soot and any surface change. One document per scent, not one document per batch
Keep a single page per fragrance: handle and URL, listing style, stated candle load, stated flash point or "not published", discolouration wording, the wax and wick you proved it on, the load that won, and the date. When you reorder in 1 kg, that page is what makes the second batch identical to the first. It is also exactly what you will want if you ever have to answer a retailer's questions about a product you sold eighteen months ago.

They are listed side by side in our own catalogue, and the honest answer is less flattering to the premium line: on one scent the perfume-grade kilo is cheaper, on another it is nearly three times the candle-led equivalent, and in a candle both live at 7–10% because that is what the pages say.

Every price and pack size comes from live CSI stock in September 2026 and links to the product page, which is always authoritative. Every percentage, flash point and discolouration note is quoted from the page that publishes it; where a page states nothing — 56 of 107 publish no flash point, and none publishes a shelf life or storage instruction — this guide says so instead of estimating. IFRA wording varies page to page and is quoted, not interpreted: nothing here asserts what any certificate contains or that a document exists for a given oil.

Frequently asked questions

Can I use perfume oil in a candle?
If its page states a candle application and a candle percentage, yes — and then you burn test. CSI's perfume-grade pages state "Recommended load - candles 7-10% (start at 7%)" together with a table row reading "Candles (Soy / Paraffin / Blends) 10%". That is a stated application, not a promise of performance in your wax, your wick and your vessel. Where a page says nothing about candles, treat the oil as untested in wax. Is perfume oil stronger than candle fragrance oil?
Not in any way you can read off a label. Perfume-grade listings are documented across more categories and often described as concentrated, but the candle row on those same pages is 10% — no higher than the candle-led oils' stated soy ceiling. Perceived strength comes from the melt pool, the cure and the wax as much as the oil. One CSI customer's review of a candle-led rose notes "you can go for the minimum percentage in candle still it will give amazing smell" — concentration on paper is not throw in a room.
What does "flash point > 93°C (suitable for alcohol-based products)" mean?
It means the oil's flash point sits above 93°C — a threshold relevant to alcohol-based formulations, not a measurement of that oil. It appears on 32 CSI fragrance-oil pages. You cannot convert it into a number, and you should not use it to set an add temperature: use the temperature your wax page states, such as 80–90°C for Luxury Soy Wax Chunks or 85°C with a two-minute stir for Eco Soy CSI 400. For a measured figure on a specific oil, request the SDS value from CSI on WhatsApp.
Is perfume oil more expensive than candle fragrance oil?
Sometimes, and not predictably. In September 2026, Royal Apricot is ₹3,667 per kg and Pomegranate Splash fine fragrance ₹3,843, both cheaper per kilo than candle-led Lavender at ₹5,221. But Orange no.3 at ₹8,032 is almost three times candle-led Citrus Lemon at ₹2,832. Inside a 200 g candle at the load each page states, that is ₹51.34 against ₹83.54 in the first comparison and ₹112.45 against ₹45.31 in the second. Price the oil per candle, not per kilo.
Can one oil be used for both candles and perfume?
Many CSI oils state both. The perfume-grade pages publish a category table covering extrait 25%, EDP/EDT 20%, solid perfume 15% and candles 10%, and several candle-led pages state perfume figures too — the candle-led Pomegranate Splash lists "perfume 15-18% (EDT)". The percentages are different because the bases are different; the same oil at 20% in alcohol and 8% in wax is doing two unrelated jobs. Use each stated rate as published, and never scale a perfume rate into wax.
Which should a new candle brand in India buy first?
Start on the candle-led side: those pages give the four numbers a first pour needs — a soy load, a paraffin load, a wax-melt load and a cure window. Citrus Lemon 15 gm ₹81.42, Sandalwood 15 gm ₹93.22 and Lavender 15 gm ₹105.02 shortlist three families for under ₹300. Add a perfume-grade oil later, when you want a note structure the candle-led range does not cover, and test it at 7% against the candle oil you already trust.

Candle-led or perfume-grade, the only line that matters is the one that names a percentage in wax.
