Candle Fragrance Oil vs Perfume Oil — What's the Difference?

What does the page actually tell me? On CSI's candle-led oils you get a wax-specific number — 6–10% for soy, up to 6% for paraffin on several pages. On the perfume-grade oils you get a whole table: candles 10%, EDP/EDT 20%, extrait 25%, cold-process soap 5%, room spray 5%, reed diffusers 25%.
Why do the perfume-grade pages say "flash point > 93°C"? Because that is a threshold used for alcohol-based products, not a measurement of that oil. It appears on 32 CSI fragrance pages. Only 18 pages publish an actual measured value.
Which should I buy for a candle? Either, if the page states a candle load — then burn test. A perfume-grade oil is not automatically stronger in wax, and on one CSI scent the perfume-grade listing is ₹3,843 per kg against ₹3,999 for the candle-led one.
What is actually in the bottle
Start by deleting the idea that "perfume oil" is a regulated grade you can look up. It is not. The trade uses it loosely to mean a concentrated blend of aroma materials meant to be diluted in a carrier — alcohol for a spray, a balm base for a solid perfume. "Candle fragrance oil" means, just as loosely, a blend meant to be dissolved in molten wax. The same aroma chemicals and naturals appear in both: a vanillin or a musk does not change identity because the bottle it lands in is headed for a jar rather than a sprayer.
So if the liquids overlap, what separates them? Three things, all information rather than substance. The concentration and carrier: perfume-grade oils are sold as a finished accord meant to be let down to 15–25% in a base, which is why the CSI perfume-grade pages give an extrait figure at all. The solubility target: a blend built for alcohol is composed to stay clear in ethanol, a blend built for wax to stay in solution in a fat at room temperature. And the stated application list — the only one of the three you can actually check from outside.
One caveat before the tables. CSI publishes no ingredient list, no CAS numbers and no lab data for any oil in the range, and no page in the range states a shelf life or a storage specification. Only two of 107 fragrance pages mention a Safety Data Sheet at all. That gap is not something to paper over with guesses — it is the reason the practical route on any specification question is to ask for the document, which CSI handles on WhatsApp at +91 7397976926.
The two usage tables, side by side
This is the comparison that decides purchases: the shape of a candle-led CSI page against the shape of a perfume-grade one. Every figure is quoted from the pages themselves — where a page states nothing, the table says so rather than borrowing a number from a similar scent.

The division of labour is obvious. The candle-led page is written for a wax pourer — a soy figure, a paraffin figure, a wax-melt figure and a cure window, which are the four things you need before you weigh anything. The perfume-grade page is written for a formulator who might make an EDP on Monday and a candle on Thursday: it gives breadth, and hands the candle maker one conservative instruction — start at 7%.
The "> 93°C" line, explained properly
Browse the perfume-grade listings and you will meet this sentence: "Flash point > 93°C (suitable for alcohol-based products)". In that form or a close variant it appears on 32 of CSI's 107 fragrance-oil pages, and it is the most misread line in the catalogue.
Flash point is a laboratory figure: the lowest temperature at which a liquid gives off enough vapour to form an ignitable mixture with air under defined test conditions. It is used for classification, handling and transport. A statement that it is above 93°C is therefore a threshold, not a measurement — the oil sits above a line that matters in an alcohol base, and nothing more. It does not tell you whether the number is 94°C or 200°C, and treating it as a measurement is how a maker ends up with an arbitrary add temperature.
The wider lesson: perfume-grade pages tend to publish a threshold, candle-led pages are where the measured values live. Of the 18 CSI pages stating an actual figure, most are single-note candle oils — Sandalwood 203°C, Vetiver 206°C, Jasmine 185°C, Vanilla Bean 203°C, Gardenia 98°C with an instruction to add below that temperature. If a measured flash point belongs in your production record, favour a page that publishes one and ask for the document when it does not. Never publish one you inferred. One scent, two listings, two prices

Two conclusions follow. Perfume-grade does not mean dearer: the perfume-grade kilo is ₹156 cheaper, and because its page tells you to start lower, the fragrance cost inside a 200 g candle falls from ₹63.98 to ₹53.80 — ₹10.18 per candle, ₹1,018 across a hundred. And perfume-grade does not mean safer for your colour: the candle-led page claims minimal discolouration risk and no vanillin, while the perfume-grade page warns of low-to-moderate discolouration. Pouring into white or cream wax, that line is worth more than the price gap — see which fragrances are least likely to discolour white wax.
What each costs inside a candle
Price per kilo is the wrong unit for this decision. The right unit is rupees of fragrance inside one finished candle, at the load the page tells you to use. Figures below assume a 200 g candle and 1 kg pricing, with this series' convention: load is a share of the finished candle, so 200 g at 8% is 184 g of wax and 16 g of oil. Several CSI pages phrase their percentage as a share of total wax weight instead — a real difference, so keep one convention and write it on the recipe card.

The spread is the headline. The cheapest line puts ₹39.65 of fragrance in a candle; the dearest puts ₹165.88 — ₹126.23 on one unit, over ₹12,600 across a hundred. That gap is not a quality ranking, it is a composition cost, and neither the word "perfume" nor the word "candle" predicts which side of it an oil falls on. Price the oil into the product before you fall in love with the scent.
Perfume-grade oils that state a candle load
To try the perfume-grade side in wax, start with oils whose pages carry both the candle row and the "start at 7%" instruction. The three below do. Each card shows every listed size, the price per kilo it works out at, and how many 200 g candles it covers at 7% — 14 g per candle.

One naming point. Some perfume-grade listings are described as designer- or retailer-inspired directions, and CSI's own pages state such an oil "is not affiliated with or identical to the original fragrance". This guide does not repeat the third-party brand names those pages reference, and neither should your labels — build the candle's story on the note structure the page publishes, not on somebody else's trademark. The decision, in four steps
Run this whenever you hold two candidate oils — one labelled for candles, one for perfume — and have to commit an order. One page of notes, about three weeks of calendar, most of it cure time you are not working through.
